proposition to make a horizontal re duction of 20 per cent in the salaries of all state and county officials and employes was quietly laid away by the senate on the 19th The proposition was made last week in the form of a resolution offered by Senator Dundas When the resolution was placed before the senate Tuesday Mr McGann moved that it be laid on the table The motion was carried by an almost unani mous viva voce vote As soon as the jour nal had been read Senator ilurphy of Gage offered a resolution having for its object the removal of the State formal School from Peru to Beatrice The resolution will take its regular course A large number of bills were introduced and read the first time Among them was a joint resolution introduced by Mr Han som of Douglass of a purely political char acter It was something of an elaborate iocument and quotes extensively from speeches made by John M Thurston several years ago on the silver question The joint resolution instructs Senator Thurston to vote for any and all measures which may come up in the United States senate favor ing free coinage of silver Grosvenor of Hamilton county sent up to the clerks desk on the 19th a petition from the citizens of that county praying that the appropriation for the payment of sugar bounties be made by the present legislature The petition was referred to the committee on miscellaneous subjects The following are the most important bills introduced Authorizing county treasurers to invest an amount not to exceed 75 per cent of the sinking fund in their respective counties in registered warrants of the county at their full value to appropriate money to rebuild the dormitory of the State Normal located at Peru Neb to promote agriculture on land under irrigation in the state of Nebraska and to confer an original juris diction on boards of county commis sioners to fix rates to be charged for the use of annual and perpetual water rent to occupants on lands under irrigation by means of canals or ditches reservoirs laterals in irrigated districts in the state of Nebraska and to regulate the furnishing and distribution of water for irrigating milling and domestic purposes and to reg Tilate and control persons associations stock companies organized under the gen eral laws of the state of Nebraska for the purpose of maintaining and operating canals dttches and laterals thereto in the state of Nebraska and to prescribe the time when prior vested rights may lapse as to subsequent owners constructors and build ers of canals ditches and laterals in the state of Nebraska Wednesday The house spent the greater portion of the morning of the 20th on the Omaha test cases This was debated freely and a vote was taken at 1140 The vote resulted in 57 to 38 against and the speaker declared it carried In committee of the whole house roll No 8 by Dobson was brought up This is the measure which repeals the beet sugar law of 1895 After considerable talk pro and con on the measure there was an attempt made to rise and report favorably on the bill but pending this motion the committee tried to rise and report progress This attempt failed and the committee of the whole then decided to report favorably on the bill and recommend its passage The committee then rose and reported pro gress When the report of the committee of the whole was read Clark of Lancaster attempted to amend the recommendation that the bill pass by a clause giving a bounty to all new factories Clark called for the ayes and nays on this vote and it was defeated by 58 to 83 Adjourned In the senate on the 20th the usual num ber of new bills were introduced and the usual number referred to the standing com mittees Up to the present time however no reports on bills have been received from committees and there are therefore no measures on file for consideration of the committee of the whole More progress is looked for in the early future- The print ers are now making good progress with their work The senate disposed of the effort made by Mr Murphy looking to the removal of the State Normal School from Peru to Beatrice The dormitory at the Peru school burned recently and the legis lature is now asked for an appropriation for a new building The committee on university and normal schools of which Mr Graham is chairman on Monday asked permission to visit Peru to investigate the necessity of a new building Mr Murphy offered an amendment to the resolution in structing the committee to also visit Beat rice to look over grounds that would be offered the state if the Peru institution could be removed When the matter came up for final settlement Mr Dundas of Ne maha corrected the impression held by many of the senators that the entire school wTould have to be rebuilt Mr McGann wanted the committee to also visit Albion The whole matter was finally tabled and the committee on university and normal shools given permission to make the trip to Peru Thursday Not much business was transacted at the forenoon session of the house on the 21st but the afternoon session was quite inter esting Following the roll call the house went into committee of the whole This was the third time that it had sat as a com mute of the whole The first bill present ed for consideration was nulls house roll No 5 This is an act to recount the bal lots cast on the constitutional the act The bill was amended to require the county clerks of each county in the state to forward to the speaker of the house by the 10h day of February the ballots and poll books as retureed to them by the judges and clerks of election The bill was recommended for rjassacrebv the pomm it- tee of the whole The bill reducing the salary of the superintendent of the Indus triarSchool for Boys at Kearney to 1500 per annum was recommended to pass An other that reduces the salary of the superin tendent of the State Institute for the Deaf and Dumb at Omaha to 1500 was cosidered After several amendments were made and lost the committee rose with the recom mendation that the bill be passed After several new bills had been introduced the house adjourned The senate met quite promptly on the 21st and plunged at once into one oi the i vv ffAUfcuiiave cwiiraviyrxzeu the session since the opening week After the journal had been read and approved Mr Beal Populist of Custer offered a res olution recommending the passage of a law authorizing the investment of county sinking funds in county warrants Accom panying the resolution was a petition sup porting it from Custer County The peti tion and resolution were referred to the committee on revenue A large number of new bills were introduced and read the first time after which the bills introduced on the 22d were again read and referred to the standing committees After the noon recess the senate resolved itself into com- mittee of the whole with Mr McGann of Boone in the chair to consider bills on gen eral file The first bill taken up was senate file No 4 by Mr Caldwell of Nuckolls This is the bill providing for the assess ment of real and personal property in the state under thedirection of county assessors instead- of township or precinct assessors as under the present law The bill provides for the assessment to Jje made in 1898 and every fourth year thereafter After some discussion the bill was sent back to the committee on revenue The commit tee then took up senate file No 14 This is the bill offered by Mr Ransom of Doug las to reduce the number of county com missioners in Douglas county from five to three The committee voted unanimously to recommend the bill for passage The committee then rose Mr Talbot of Jan caster offered the following resolution Resolved That the committee on reve nue be requested to prepare and have in troduced a bill providing a way to compel counties to pay state taxes collected for the state and held by the county officers After a lengthy discussion the resolution was laid on the table and the senate ad journed Friday V The following house rolls were reported for passage by the standing committees No 81 to regulate mutual plate glass com panies No 24 providing for the inspec tion of hides No 87 imposing terms on which ditches or canals may be constructed on or across public highways New bills were introduced and read the first time as follows House roll No 234 to amend sections 5 and 8 of the act entitled An act relative lo public schools in metropolitan cities and to repeal an act approved March 31 188 entitled an act relative to public schools in metropolitan cities and all acts am an datory thereof to prevent foot ball playing in the state of Nebraska pro viding penalties for the violation of the act and providing for the arrest of persons in preparation or training to engage in any foot ball game to amend section 24 chap ter xvii of the Compiled Statutes of Ne braska of 1887 designed to more properly and more definately define the boundary line for the county of Dodge and to repeal said original section to amend sections 4699 and 4794 of the Compiled Statutes of Nebraska of 1895 providing for and rege lating the appointment of teachers in pub lic schools and to repeal the sections as now existing to facilitate the handling of grain and weighing the same by railroads in Ne braska to restore to registration without further examination by the state board of pharmacy all pharmacists who have been disbarred from the practice of pharmacy by the provisions of section 6 chapter lv article iii compiled statutes of Nebraska 1895 to make an appropriation of 25000 for the payment of bounties on the scalps of wolves coyotes and wildcats to require township treasurers and treasurers of school districts to publish an annual financial statement to amend an act entitled an act defining a legal newspaper for the pub lication of legal and other official notices in the state of Nebraska and to repeal sec tions 16 17 and 18 of chapter lxviii of the compiled statutes Immediately after recess Hull of Harlan moved thatthe house adjourn until 2 oclock Monday after order of business was gone over The motion prevaled The most important bills introduced in the senate on the 22d are as follows To amend criminal code so as to provide pen alty for disturbing a political or other meet ings to require the right-of-way of all railroads in the state to be mowed each year to amend fish and game law to pro vide for the creation of a board of exam iners of railroad telegraphers to provide for the collecting and publication of - ag ricultural statistics of the state to pro hibit employment of persons under 18 years of age as telegraph operators by railroads After the new bills had been read and re ferred a little wrangle over adjournment occurred The matter was settled by ad journment to 2 oclock Monday PERSONALS The French government intends to pay 100000 for the late AT Wadding tons collection of old coins This is re garded as a great price There are perhaps a dozen unique things in the collection To Jules Stewart the American painter has been awarded a gold med al by the Berlin International Exhibi tion Among other American exhibiters are John W Alexander F A Bridge man and Julian Story The Honolulu Gazette has some se vere editorial strictures on the treat ment which has been accorded to Kate Field by the people of the United States Since the announcement of her death it says but three letters have been received in regard to her and suggesting a final disposal of her remains Two of these letters were from relatives and the third from a very near friend Alexandre Baulant at one time a distinguished engraver died this month at Bois Colombes France in his 73d year He was chosen by Gavarni and Monnier to reproduce their black-and-white work nearly half a century ago It was not however in this capacity that he earned his modest fortune He devoted his later years to the making of artificial flowers and met with very considerable success It is well known that in spite of his good nature the Prince of Wales is quick to resent any lack of the consid eration due him Some time ago hi went to see a play in which there wai some incidental satire of the Britisl army and navy The Prince before all things a good patriot was displeas ed -I knew nothing about this plaj beforehand he said I was advised the Halls of Congress Important Measures Dis cussed and Acted Upoa An Impar tial Resume of the Business The National Solons In the Senate Tuesday Senator Turpie spoke against the Nicarauga Canal bill Senators Quay Hale and Blackburn were appointed as conferrees on the army ap propriation bill and at 545 p m the Senate adjourned There was a pathetic Incident in the House in connection with the first bill called up It proposed to grant a pension of 12 a month to Mar garet ODonnell a volunteer army nurse who devoted her services from 1862 to 1805 to the wounded of the Twenty-second Regiment of New York light artillery Her claim has been pending before Con gress for several years When the bill was brought up Mr Thomas Rep Mich moved that it be laid on the table The relief carried by tbe bill for this poor woman said he comes too late Our committee has just received word that the boneficiary is dead Several bills to grant pensions were passed At 4 oclock the regular order on the calendar was abandoned at the request of many members so that each could if recog nized call up any bill in which he was interested In the Senate Wednesday Mr Petti grew of South Dakota opposed ratification of the Venezuela arbitration treaty with Great Britain and spoke in support of his resolution calling for a report of the work of the commission The resolution was referred Mr Turpie resumed his speech opposing the Nicaragua Canal bill The Senate then resumed consideration of and passed the legislative executive and judicial appropriation bill The House Bpent the day debating the Yost Tucker contested ejection case from the Tenth Virginia District but noaction was taken The conference report on the army appropriation bill was agreed to After a two days debate in the course of which considerable partisan passion was aroused and an ineffectual attempt made to filibuster for the purpose of gain ing time the House Thursday decided the contested election case of Yost vs Tucker from the Tenth Virginia district by denying the seat to Mr Yost and confirming Mr TuckerB title thereto The Republicans were badly divided fifty four of them joining with the Democrats and supporting the claims of the Demo cratic contestee In the Senate Mr Mor gan in charge of the Nicaragua canal bill was determined to secure a time for a final vote This was resisted by Mr Turpie and Mr Vilas Mr Morgan an nounced that he would ask the Senate to sit out the bill until a vote was forced Mr Vilas finally made a dilatory motion which on roll call disclosed the absence of a quorum Mr Turpie concluded his speech against the Nicaragua canal bill During the day Mr Chandler presented the credentials of John Edward Addicks claiming the vacant seat as Senator from Delaware The claim of Henry A Du pont for the same seat has already been presented Mr Hill of New York spoke against trusts and monopolies in general as a serious menace to the public welfare The session of the Senate Friday de veloped three distinct sensations Among these was the presentation by Mr Sher man of a letter from Minister Rodreguez the representative of the Greater Repub lie of Central America including Nicara gua in effect protesting against the exe cution of the Nicaraguan canal project by the United States under the conces sion granted in 1887 to the Nicaraguan Canal Company As the bill for this pur pose was about to be voted on by the Sen ate the appearance of the letter created consternation among its friends Mr Morgan its chief supporter at once de clared that the letter was inspired by Great Britain who sought to drive the United States from the isthmus by using the Central Americas as a catspaw He asserted that Minister Rodreguez had come here to execute such a plan and that it was an open threat against Amer ican control of the canal The debate was very earnest and the letter made a profound impression on the Senators Sen ator Vilas declared that it struck a death blow to the canal project proposed by the pending bill Earlier in the day the Sen ate unexpectedly found itself discussing the new Anglo American treaty The ex pressions were free and full from Messrs LSherman Gray Cullom Lodge Hoar and others The statements of these Senators were uniformly favorable to the high principle of the treaty Shortly after the session began Mr Turpie caused a prelim inary flurry by criticising the reported agreement between Mr Olney and Mr Sherman by which no action was to be taken as to Cuba before March 4 Mr Sherman emphatically denied that any such agreement had been made These three incidents relating to current for eign questions made the days session one of the most eventful of the session Fri day was private bill day in the House and most of the time was consumed
