(Special) The present official United States flag is illegal. There is a law on the books which states that there "shall be 48 stars" in the flag. Strange ly enough, the same law pro vides that one star will be added each time a new state Is added to the Union. So two stars were added by executive order following the granting of statehood to Alaska and Hawaii, making a total of 50 stars, despire the legal limit of 48. There Is a bill before the House of Representatives which will change the law to provide that the number of stars will be the same as the number of states, thus taking care of our present 50-star flag and any new states in the future. Nebraska and many adjoining states were part of the land which the United States pur chased from France in 1803. . . the Louisiana Purchase, negoti ated by Thomas Jefferson. Legislation de signed to aid depressed areas carried a provision to allow funds for the program to flow out of the Treasury without specific appropriation py the Congress. A move to strike out this pro vision failed by a close vote. It is because of programs such a3 this that Congress does not have control over government spending. There are several more battles coming up over this "back door" approach to the Treasury.
