Mit 65 gegen 8 Stimmen hat der Senat den Konfcrenzbericht beider Häuser den auswahlswcisen Zwangsdicnst betreffend angenommen, und noch im Laufe des heutigen Tages wird die Borlage durch die Unterschrift des Präsidenten zum Gesch erhoben werden. Staaten und Eng land getroffenen Abkommen zufolge wird Amerika alle seine verfügbaren Frachtschiffe dazu verwenden, Äiktua. lien Frankreich, Rußland und Ita lien zuzuführen. Bei der Einziehung der Sol daten werden Ausnahmen gemacht werden: vor allen Dingen werden solche Personen vom Militärdienst befreit werden, deren Angehörige von ihnen abhängig sind. Tie kör. perliche Untersuchung der Rekruten iuird sehr strenge sein, um so mehr, da die Zahl der sich zu Stellenden viel' größer , ist. als man für das erste Aufgebot gebraucht. Die neue Armee wird am 1. Sep. tember eingezogen werden. Die Lü cken in der regulären Armee werden durch ' Freiwillige gefüllt werden. Innerhalb eines oder spätestens zwei Monaten werden die National garden zum, Bundesdienst herange zogen werden. Nachdem die neuen Mannschaften mehrere Monate lang ausgebildet worden find, sollen sie für den Feld dienst auf dem europäischen Kriegs schauplätzen bereit sein. Mehrere ja panische Kanonenboote sind in dem französischen Hafen Marseilles ange langt, um in den Kanchf gegen die deutschm Tauchboote mitzuhelfen, so lautete eine heutige amtliche Mel dung. - Wenn das Experiment zufrieden stellend Resultate ausweist, werden noch weitere japanische Kriegsschiffe folgen. Japanische Truppen sollen ln Frank reich sein? New York, 18. Mai. Der New Dork-Herald" veröffentlicht heute einen Artikel, wonach ain 29. April in Marseilles japanisiche Trup Pen gelandet sein sollen. ' Dieselben werden, wie es weiter heißt, Seite an Seite mit den Russen an der Westfront kämpfen. (Diese Nachricht ist mit größter Vorsicht aufzuneh inen, da sich noch vor kurzem die japanische Regierung gegen eine ck tive Beteiligung auf dem europäi schen Kriegsschauplatz ausgesprochen hat. Von einer Uebcrzcichnung vorläufig gar keine Rede; McAdoo mahnt zum Kauf. Washington, 18. Mai. Die Hoffnungen welche man auf einen schnellen Absatz der Kriegsbonds ge setzt hat, haben sich bisher nicht ver wirklicht, und die Voraussagungcn, dasz die Anleihe mehrere hundert Prozent überschrieben werden würde, haben sich vorläufig noch als gehakt los bewiesen. Die Vertreter der Bundesrescrve danken und Beamte des Schatzcmües, welche die Unterbringung der Frei heits-Anlcihe" unter sich haben, sind einstimmig der Ansicht, daß es einer heißen Kampagne während der nach sten 27 Tage bedürfen werde, um die Anleihe günstig unterzubringen und eine Ueberzeichnung zu erzielen. Es tut sehr not, wie diese Beamten erklären, dasz der kleine Anleger in großer Zahl herangezogen wird. Gcncralpostmeister Burleson hat gestern allen Postmeistern des Lan des Schreiben zugehen lassen, in wel chen dieselben ersucht werden, ihre Angestellten zu veranlassen, so viel wie möglich Kricgsbonds zu kaufen. Die Postmeister sollen die Angestell ten auf die großen Vorteile aufmcrk sam machen, welche diese Bonds als eine sichere Anlage bieten. McAdoo läßt Warnruf erschallen. Chicago, Jll., 18. Mai. Schatz amtssekretär McAdoo eröffnete ge stern abend seine Kampagnetour im mittleren Westen zu Gunsten der Freiheitsanlcihe" mit einer Anspra che vor einem Bankett, das von etwa 300 führenden Bankiers dieser Ge gend besucht war. Ter Sekretär beklagte es, daß das Volk nur nach einem großen Unglück erregt werden könne, und dann meist zu langsam. Ter Atlantische und der Pazifische Ozean seien nicht länger unsere Freunde und Beschützer, führte McAdoo aus. Moderne Wis scnschaft und Erfindung: hätten den Raum nullifiziert. Deutsche Tauch boote hätten unsere Küsten besucht, und eZ würde nur eine Frage mli tärischcr Erfordernisse sein, wenn Luftzeuge die Wasser kreuzen wnr den. Er erklärte, daß die Freiheitsan leihe sofort untergebracht werden müsse, daß jeder gezeichnete Dollar ein Smlaa sei. verletzt tur die red heit der Welt, für Demokratie und Selbstregierung, für den glücklichen Tag, da die sich selbst regierenden Völker aller Länder sich erheben und die Ver. Staaten als den größten Apostel der Freiheit proklamieren werden. McAdoo sagte fenier, daß, falls Deutschland den Weltkrieg er folgrcich zu Ende führen und Euro pa dominieren würde, die Frage dann zu einem Kriege zwischen Deutschland und den Ver. Staaten reduziert werden würde. Prompte finanzielle Unterstützung an die Alli ierten möge für dieselben einen ent scheidenden Sieg gewinnen, ehe ame rikanische Truppen nach Frankreich gesandt werden würden. Ter deutsche Reichstag hat eine Zusatzvorlage zu dem Potasche gesctz genehmigt, welche die Preise für Potasche erhöht mit der Vestim mung, daß diese Preise bis 1320 in Kraft bleiben sollen. Es wurde im Verlauf der Debatte bemerkt, daß Amerika, der einzige nutzbrin ge Kunde, in Wegfall gekommen sei, und daß es notwendig geworden sei, große Vorräte von Potasche aufzu speichern, um dieselben sofort nach dem Krieg gegen andere Gebrauchs artikcl umzutauschen. Es wurde bei läufig angegeben, daß im letzten Herbst infolge des Mangels an Frachttvagen 500.000 Tonnen Po tasche, welche für deutsche Landwirte bestimmt waren, nicht abgeliefert worden seien. Dieselben weigern sich jetzt, weitere Kontrakte anzunehmen: die Preise aber bleiben hoch, denn die Briten gebrauchen alle Wolle aus Australien nd 9!cuSecland. In den Ver. Staaten werden jährlich 300 Millionen Pfund Wolle gezogen, sie bedürfM jedoch 00,000,000; der Fehlbetrag komnit aus Südamerika Die neue Armee gebraucht für neue Uniformen 480,000,000 Unzen Wolle, und da die Fleischpreise so hoch sind, daß viele Schafe gcschlach tct werden, ehe sie genügend Wolle angesetzt haben, ut ein weiteres uner hörtes Steigen der Wollstoffe leicht vorauszusehen. Nach dem Pa- riser Petit Parisien" sind 20,000 schwiiidsüchtige Franzosen in der Schweiz interniert, 00,000 find un tauglich geworden und bilden eine Gefahr für ihre Umgebung. Daß Frankreich infolge feines Menschen mangels zahlreiche Tuberkulose in das Heer einstellt, ist neulich in deut schen Zeitungen bereits berichtet worden. Die starke Verbreitung der Tuberkulose in Frankreich wird bis her mit unzulänglichen Mitteln be kämpft. Vor Kriegsausbruch besatz das Land nur fünfzehn Schwind suchtsSanatorim (gegen' 1500 in Deutschland). Jährlich fordert die Krankheit 70,000 Opfer. Seit Früh jähr 1915 macht sie sich beim Heere in verhängnisvoller Weise bemerkbar. Räch dem eigenen Eingeständnis der französischen Presse genügen alle bisherigen Gcgenmaßrcgeln nicht: man fordert daher Geld, Geld, Geld!" Schatzamtssekretär McAdoo fetzte das Haus in Kenntnis, daß die Kriegssteuer auf $2,215,000,000 ge bracht werden müsse, und diese Sum me würde kaum genügen, die Hälfte der Kriegskosten im ersten Jahre zu decken. Das Hauskomitce für Mittel und Wege aber wird keinen Versuch machen, eine derartig hohe Steuer aufzubringen, sicher aber ist, daß sie die ursprünglich festgesetzte Summe von $1,800,000,000 übersteigen wird. , Agitatoren gegen Dienstzwang in Haft! Veteranen-Parade. Colunibus, 18. Mai. Gestern nackmittag fand die große Parade aus Anlaß der jährlichen Staats, konvention der Veteranen der Grand Army of the Republik statt. Anscheinend in der Absicht, uns ins verderben zu stürzen; sagt wir müszten den Krieg so ziem lich allein siegreich durchkämpfen. Unsere Armee bedarf nur 5-monatl. Ausbildung! London, 18. Mai. (Von Lowcll Mellett, Korrespondent der United Preß,) Dieser 5!rieg wird nicht eher vorüber fein, bis das volle Ge wicht der Amerikaner in die Wag schale geworfen worden ist, nicht eher, bis Amerika in einer Weise in den Krieg eingegriffen hat, wie wenn es ganz allein mit Deutschland im Kriege liegt. Erst dann wird man sagen können, wann das Ende des Krieges in Sicht ist." - Das sagte heute Englands Kriegs minister und sügte feinen Worten mit großem Nachdruck hinzu: Je schwerer der Schlag ist, den Amerika zu führen vermag, und je rascher Amerika losschlägt, desto schneller wird der Krieg beendet und die neue Ordnung der Dinge hergestellt fein. Amerika wird in diesem Kriege, in welchem es sich um die Abschaffung des die Welt bedrohenden Militaris mus handelt, eine große Rolle spie len. Amerika muß harte Schlage führen, und wir hoffen, daß es schnell m den Krieg eingreifen wird. Dieser Krieg wird nicht eher voriiber sein, bis Amerika sein volles Gewicht ja wohl, fein volles und ganzes Gewicht in die Wagfchale gewor fen hat. Die Amerikaner dürfen sich keinen falschen Hoffnungen hingeben und Deutschlaiid versucht jetzt auf alle mögliche Art und Weise, Amerika auf die falsche Fährte zu bringen, unter anderem darauf - hinweisend, daß der Krieg seinem Ende entgegen gehe. Teutschland mochte, gern , se hen, daß dem so wäre. Teutschland aber hat den Zenuh ferner militäri schen Kraft erreicht, wenn denselben nicht bereits überschritten. Mit ic- dem weiteren Tage wird Deutschland um so und so viele Mann schwacher, (Werden die Heere der Alliierten durch die ihnen zugefügten ungeheu ren Verluste etwa an Zahl stärker?) Deutschland ist bereit, aufzuhören den Krieg einzustellen, natürlich nach seinen eigenen Bedingungen.
