Judge Foster. In Central police court
yesterday, condemned the- mayor's
action in pardoning numerous pris
oners held on petty charges. "The
mayor can pardon them faster than
we can send them up," said the

Slugged and Robbed J. .'J. Me

movements in today '$ markets were
overshadowed by the rise in foreign
exchange. This advance carried
sterling to $4.07$, the highest price
reached since it passed that figure
on the down grade in November,
1419; it brought the German mark to
$.0057-)(.- the highest since last Oc
tober, and it raised the rates on
France and Italy, respectively, to the
best figures touched since November
4 and September 9.
The day's sterling rate was no
further below the lowest quotation
touched in September, of 191$ than
it was above last September's figures.
At less than Yt cent, the German
mark experienced a rise of nearly
75 per cent, from the price of not
quite a month ago. In view of re
cent cabled news or rumor the rise
today .was alternately ascribed to a
possible effort at "stabilizing ex
change" and to the allies plans re
garding Germany.
Itecavery Irregular,
Prices of stocks recovered irregularly
with a few sharp advances, mostly In
the Industrial shares. The bond market
continued Its halt after the recent pro
longed advance, but the rise In United
States war loans continued. Victory 4s
touching par again and the 4Vi per cents
of 1018 getting closer to the highest open
market price of their history.
At ths federal reserve, ' the weekly
statement continued the remarkable story
of increasing ratio of reserve to note
and deposits, at the height of the season
of ordinarily large demands on credit.
Rediscounts of the entire system de
creased I?.", 800. 000 for the, week; they are
now 1220,000,400 less than at the end of
August and II. 604,000, 000 under those of
this week in 1020. 1 As for reserve nqte
circulation, that has declined 123.000,000
this past week; It has been reduced 30&
per cent from its maximum of last De-
comber. Tha system's H per cent ratio
of reserve compared with 72 1-3 laat
week and with 71 a month ago; it la the

to November 24, the French bank's paper

advanced to a new high on the pres
ent movement today, the best lia
ures were not maintained, due to
profit taking on reports of scattered
rains in the eastern sections ot Kan
$as, Oklahoma and Texas, and the
close was l-4wJlc lower, with Ma
leading. Corn was unchanged to
3-8c lower, December showing more
strength, while oats were unchanged
to l-4c higher and rye unchanged
to lc lower.
.The carlv news was eenerallv fav
orable to higher prices but at $1.18
for May there was free selling by an
Omaha trader who was a good buy
er the previous day, which checked
the advance for a time, but the or
ferings were absorbed later' by conv
mission houses and the pit element
and an advance to SI. 19 followed.
The latter price showed 13 cents
over the recent low and a realmng
movement set in that carried values
off to $1.16 1-2 with the finish within
