Chleac Trlbnae-Oniab Bee Lsaasd Win. New , York, Dec. 1. All other movements in today '$ markets were overshadowed by the rise in foreign exchange. This advance carried sterling to $4.07$, the highest price reached since it passed that figure on the down grade in November, 1419; it brought the German mark to $.0057-)(.- the highest since last Oc tober, and it raised the rates on France and Italy, respectively, to the best figures touched since November 4 and September 9. The day's sterling rate was no further below the lowest quotation touched in September, of 191$ than it was above last September's figures. At less than Yt cent, the German mark experienced a rise of nearly 75 per cent, from the price of not quite a month ago. In view of re cent cabled news or rumor the rise today .was alternately ascribed to a possible effort at "stabilizing ex change" and to the allies plans re garding Germany. Itecavery Irregular, Prices of stocks recovered irregularly with a few sharp advances, mostly In the Industrial shares. The bond market continued Its halt after the recent pro longed advance, but the rise In United States war loans continued.
