The German gov ernment today gives notice to the world that it will not accept the in demnity figures the allied reparations commission will present May 1, in accordance with the Versailles treaty. " ,i In th only interview the German financial delegation has given since its arrival in Paris. Dr. Julim Rup pcl, chief of the delegation, this aft ernoon explains to the American people the impossibility of estimat ing Germany's total liabilities as re parations in the short time remain ing 17 days and describes the dif ficulties of the German delegation examining the allied accounts, which the reparations commission has been collecting for two years and which Girmany was only grant ed eight days to read and digest, and make observations and counter pro posals. . Between April 5 and April lij the Germans spent eight hours daily be fore the reparations, commission French members alone absenting. themselves studying accounts, ask ,ing further information and seeking a basis to be used in calculating amounts set down. Reparations bills were presented in old pounds, paper pounds, gold and paper francs, gold and paper lire, all sorts of money anil all sorts ot stan dards, instead of unitorm and blatrs ft explanations, ami lump sums were mentioned instead of itemized ac counts, explaining how the total were reached. But now to get back to the dapper little individual who presented him self at the office of secretary of state on Wednesday, January 31, 1917, at 5 o'clock in the afternoon.. This gentleman came with a mes sage for Secretary Lansing, which had been waiting delivers for 12 days that message made America s en trance into the war inevitable and sealed the doom of kaiserdom. It was conveyed by Courft von Bern storff and it announced the begin ning of unrestricted U-boat warfare by Germany on the morning of the following day.' We know now that Von Bernstorff received Germany's official declara tion of merciless submarine warfare on January ., On that day the Ber lin foreign office advised him in code of the policy which had been decided upon. . - . ' On the same day. Zimmerman, the German foreign minister, disptched to .Mexico his famous proposal that Carranza's country, should make an alliance with Japan, launch a war against the United States and re cover the "lost territory" of New Mexico, Arizona and Texas. J shall have more to say about that again. German Secret Revealed. Why did Bernstorff withhold the announcement until the eleventh hour? It is dated "Berlin, December 22. 1916." a little more than a month before the date on which unrestricted U-boat warfare -began and is ad dressed to "B 35840-1." It is marked "strictly secret." Admiral von Holtzendorff. chiet ot the German admiralty, was its au thor. - ' This document named February 1 as the date for turning the U-boats loose under orders to spare' nobody. It declared England would be starved in five months or by July 1. It declared the allies would be forced to surrender by August 1'. These exact dates were given. The first date is only one which stood the test of events. , Expected American to Fight. The orobable entrance of the Unit ed States as a belligerent was fore seen, and Von Holtzendortt thus ex pressed himself as to the influence she would be likely to exercise upon tne "trend of the war. "As regards tonnage this influence would be negligible. It is not to be exoected that more than a smalt trac tion 'of the tonnage of the central powers lying in America and many other neutral harbor could men oe enlisted for the traffic to England. "For the greatest part of this ship ping can be damaged in such a way that it cannot sail in the decisive time of the first few months. There would also be no crews found for them. Let me interrupt Admira von Holtzendorff a moment to call at tention to the fact that everything the Germans could do to make the admiral's prediction come true was done in advance of February 1. Be fore making his call upon Secretary Lans ne. on the last day ot January, Bernstorff had given instructions that the engines of all German ships IV' itic In American harbors must be de stroyed, and these instructions had been carried out. As a matter of fact, as far back as Mav, 1916, at the time of the excite ment occasioned by the sinking of the Sussex, Bernstorff had notified the officers in charge of Germany s that they must be ready to destroy the engines when ever the order was given. vit other things happened at this time, f wh,vh I will tell vou later on. It was this effective work upon which Holtzendorff counted to crip ple the United States it she decided to enter the war. By such stupid underestimates of American resourcefulness we're the Germans persuaded by their own leaders to their own undoing. Finally Holtzendorff emphasized the importance of launching the U boat terror without warning. "The beginning and the declaration of the unrestricted U-boat war must follow so quickly one upon another that there is no time for negotiating, esoecially between England and the neutrals. The wholesome terror will exercise in this case upon enemy and neutral alike." That last sentence is significant as showing Germany's attitude toward the neutrals, of whom the United SU.tcs. at this time, was one. "Enemy and neutral alike" on such terms to have remained a neutral would have been folly. To this conclusion mem bers of the cabinet were being strongly, impelled. Navy Acts at Once. Of course, I was notified at once of the serious nature of the com munication made by the German Embassador to Secretary Lansing. Its momentous character was im mediately apparent. Apprehension had been felt that Germany might do some intolerable thing, but this utter defiance of civilization, this complete repudiation of pledges,' mfnt fSfCfdcd apprchcnsions. . Ti, , ...;(i,t waiting for the cabinet meeting which was called for Friday, Feb ruary 2. On Thursday, as the Ger man U-boats were spurring them , selves to the pursuit of their prey, all ships and stations were being no tified to be in' readiness for a possi ble mobilization order. The instruc tions which I sent to the whole fleet read as follows: "The order to mobilize .for war will be an 'Alnav' message in secret code. Upon receipt of the message to mobilize every effort should be made to assemble ships at the desig nated rendezvous at the earliest pos sible date, ready in all respects for war service." Be Ready for Service. The rendezvous lor the various forces battleships, scouts, destroy ers, submarines, mine force, Atlantic and Pacihc coast divisions, and naval district forces were set forth. All vessels were notified that tipcin re ceipt of the message, "Alnav avail ability, they were to report im mediately to the Navy department as to when each vessel cottl.d be at its assigned rendezvous, or at its war station, ready in all respects, so far as . material is concerned, lor war service. - For the first time 1 am giving to the public the steps which we took simultaneously with the menacing movement of Germany. Outside of official circles the fact has not been known - until now that a. complete plan for the mobilization of the en tire navy, brought up to date in every detail, was sent out before the cabinet met. Plans Quietly Carried Out. While rumors were flying about Washington, and politicians were en gaging in excited speculation in hotel lobbies and congressional corridors, the navy was quietly getting ready for whatever the hour might bring. There was neither hesitation on the one hand nor frenzied haste on- the other. Oui plans had been made, and it took tew words to put them m operation. , When I went to the cabinet meet ing called by the president for the afternoon of Friday, February 1, I, no more than any of my colleagues knew what was to be the result of its deliberations, But I took my seat at ihe table m the confidence, that whatever might be the decision of this solemn and critical hour, the navy of the United States was pre pared to sustain it. It's the whole foundation upon wbica rests every man's individual destiny, , Canadian House Refuses to Adopt Reciprocity Pact Motion to Concur in Agree ment Passed by United States in 1911 Defeated 100 to 79. Ottawa, April 14. The House of ' Commons late last night, by a vot: j of 100 to 79, defeated a motion by W. i S. Fielding recommending the adop tion at this time of the reciprocity agreement between Canada and the United States, w hich was signed, in Washington on January 21, 1911. The resolution, made as the 'houe went into the committee of the whole, read: "In the opinion of the house, the. government should bring in a meas ure to approve, ratify and confirm the agreement respecting reciprocal trade between the l"n iter) Stales and Canada, sinned at Washington, Jan uary 21, 1911, by the Hon. P. C. Knox on the part of the United Slates and by W. S. Fielding and the late William Patterson on the part of Canada, which agreement remains on the statute books of the United States." Mr. Fielding who was minister of finance in the I.aurier administration, declared a considerable element in the United States would be glad if the reciprocity agreement were adopted. He referred to the Foidney emer gency tariff bill, asserting it might become a law. Both countries, he said, would get along better with friendly trade relations. "There never was a time," he said, "when good commercial relations were so needed between Canada and the United States." j Condemned Men Object ,To Execution" Under Daylight Saving Plan Chicago, fril 14. The' ' life of four men was prolonged one hour today. - The quartet is to be hanged Fri day morning. Sam Cardinella, lead er of t!.e -tireaded Cardinella gang, one of the four, asked Jailor George Lee this morning what time the hanging was to take place. He was informed that 8 o'clock was the time set. ' . "Central, standard or Chicago day light saving time?" pursued Car dinella. - ,.,,'' Chicago time," Lee replied; its in Chicago you're going - to be hanged." . "Yes, but I was sentenced before the time was changed. This rear rangement of time deprives me of an hour of lite. That won't mean anything after I am dead, but, it will mean a lot Friday morning, was the comeback. "While there is life there is hope. I intendto stay alive just as long as I can." The jail officials granted the plea and changed the time of the hang ings to 9 o'clock. Fire Damages Historic State House at Boston Boston, April 14. Fire last night threatened for a time to destroy the old state house, a landmark of the days of' the American revolution and earlier and the priceless records stored there. " The .flames , started in the base ment and worked their way up through the walls to the cupola. The firemen prevented the blaze from reaching the museum of historical exhibits pn the second floor, but it is feared many exhibits were dam aged by water. The amount of damage had not been determined. The old state house was erected in 1748, succeeding two other struc tures that had been burned. Ex-Wall Paper Manufacturer Hangs Self at Hia Estate Highland Falls, N. Y., April 14. Richard E. Thibauf, wealthy retired wall paper manufacturer, was found dead today, hanging by a piece of electric wire from a rafter in the barn on his estate at Central Valley. He had for some time been under the care of a New York specialist in nervous diseases. ' i . Mr. Thibaut, who was one of the leading wall paper manufacturers of the country, was born in Milford, Pa., in 1853. ADVERTISEMENT.
