territories was the function of the
league as -provided by the treaty.
Since the question of the man
dates, however, has become so in
volved a ith the controversy now ex
tending between the State depart

ing Mesopotamia and the Island of
Yap, officials indicated a thorough
study of, the nlandate problem upon
which the State department is en
gaged, would bave to be completed
before the precise status of the
Franco-British convention could be
determined. -
The suggestion was officially ad
vanced1, however, that the council
whioli at San. Remo assigned the
Syrian mandate along with others in .
the near east, might have made some
provisions by which the precise
boundaries between mandate terri
tories in Turkey would be deter
mined among the powers, although
such action would not have been in
strict conformity' with the treaty pro
