Transfer o! a part of the Syrian mandate frm France to Great Britain under a convention concluded between the two powers without reference to the league of nations was interpreted to day by State department officials as . an apparent violation of the treaty of Versailles. The State department view was sot forth as holding that the tracing of the boundaries of the mandate territories was the function of the league as -provided by the treaty.
