I I ' j I i I . i i 3 Harding Defends Constitution - In Statement Only Bulwark to People's Sov ereignty Being Attacked by Spirit Which Challenges Its Worth. Marion, O., Sept, 17. Intended fo usher in the observance of "Constitu tion day" in hiswiome state, Senator Harding last night issued a state i ment in which lie asserted that "if by i some tragic dispensation of fate this constitution should cease to be, the pocr would no longer be closed " (is;a:nst the stealthy appropriation of autocratic power and tbe gradual absorption of the people's sover eignty." ' After discussing tbe necessity for respect of the basic law of the na tion he asserted that "So long as it endures, the people will never have a master, but will rule themselves, subject to no compelling for&e but their own authority and the will of Godi" His statement follows: Spirit of Challenge. .. "There is abroad in the land a Spirit which seeks to weaken the adherence of the people to their constitution and which recklessly challenges its worth. It is well, therefore, to have orlcday in the year set apart for the clearing of our vision and the regeneration of " our faith. J "To assail or belittle the flas is to invite and incur the just and pas sionate resentment of all country loving men,- but the constitution may be attacked or disparaged wit,h impunity and, all too often, with approval. And yet the one is but a symbol while the other is the very warp and woof of our national ex istence. "It has sometimes been asserted that the constitution was imposed upon the many for the benefit of the few. . On the contrary, it is the one thing, above all other things in our policy, which both in origin and ex pression is universal in its democ racy. A statute rests upon the dele gated authority of a small official .group, but the constitution is the direct fight of all the people. It is rheir mandate expressing not their " wishes, but their will fixing . the immovable objects of pdwer beyond which their servants who adminis ter their government are Jfprbidden to go. It is declared to be 'the su preme law of the land, witji which every "other law and every official act must coincide or fall. Proclaims People's Rights. "It is an everstanding proclama tion of the right of the people to speak as the' sovereign power of the nation whose body and soul they are. If by some tragic dispensation of fate the constitution should cease to be, th door would no long er be closed against the appropria tion of autocratic power and the gradual absorption of the people's sovereignty. . "Whether it shall endure will be for the men and women of America ! to- determine.' t , "Our people must set themselves to the task of ending the attempt to subject the legislative power to the control of the executive and of re storing the substance of 'constitu tional government under which the several departments are separate but coequal, answerable not one, to another, but each to the people from whom alone it derives its power to be or to act at all." Father Ordered to Send Girlto School "Either Your Daughter Will Go to School or You Will Go to Jail," Judge Warns. Because he refused to send his 13-T year-old daughter to school, John Kuchert, 5842 South Twenty-first street, was taken to task by Police Judge Foster in South Side police court yesterday and warned that if his girl was not in school regularly girl was not in school regularly from. Monday to a rehearing of his case 30 days henee he would be sent to jail. Kuchert was haled into court at the instigation of probation officers. "You must send your children to school," said the judge, "pmaha prides herself on having one of the finest school systems in the country and you should be gla'd to have the opportunity to send your girl to such institutions." "But I need her at home," replied the father. "I have six other chil dren and they feed to be cared for while my wife and I work in the packing house." "See that your daughter is in school Monday," replied the judge. "Your case is continued 30 days. If you don't send the girl to school you will go to jail." Coal Operators and Miners Disagree on Iowa Wage Question Des Moines, Sept. 17. The wage discussion between Iowa mine own ers and miners ended abruptly today in a complete , disagreement Whether this means a statewide strike is i not certain, but in the words of J. C. Lewis, president of the Iowa district of the United Mine Workers, conditions are extremely critical. The ending of the meeting came when the operators committee re ported to the miners that the asso ciation had instructed it to report that the wage discussion would not be reopened. Arguments followed, but the operators stood pat. The officials of the mine workers' organization have issued a call for a convention of delegates . in Des Morses next week, at which time the report of their meeting with the operators will be submitted to the men. The bride's recovery is now a matter of a few days. It was Dr. C. J. Spruce, house physician of the Hotel Sherman, who announced the girl's life had come within five minutes of its end, and advised Bis son of the measures that must be taken to save her.
