Berlin, Sept. 17. (By the Associ ated Press.) The foreign office to 3ay exhibited typewritten docu ments in Folish, military maps and other material comprising orders and reports alleged to have been taken from a Polish courier who, it is said, attempted to swim the bor der stream between Beuthen and Sosnowice on the night of July 30. The government has been in posses- w ...,. i. mi uiivicit evi dence supporting its assertions that the Poles have been attempting a violent conquest of upper Silesia for six weeks. The courier is said to have been halted by a border patrol, who. al though attacked by two other men, wrested the pouch from the cour ier. Reveals Ramifications. The documents are said to reveal existence of a widely ramifying se cret Polish organization, drafted on the minute plan for action with armed forces. These forces are said to have num bered 11,700 on July 1. In addition the foreign office report shows a Polish home guard was also organ ized. The seizure of a so-called "opera tion base" is said to be indicated in the documents as the prime object of the pan-Polish secret organiza tion. According to the foreign office, local fighting units which were or ganized, were ordered to strike a quick initial blow, seizing the mines and industrial plants and breaking up German interference. That a great struggle for the cables of the world will be staged at the com munication conference to be held here was indicated today when it was learned authoritatively that the Pos tal Telegraph & Cable company had engaged the firm of Lansing & Woolsey and Frank L. Polk to rep resent it, while the Western Union company had retained William G. McAdoo,as its representative. The Postal's representatives have all been connected until recently with the State department and are tho otighly familiar with the cable sit uation and the struggle between Great Britain, aided by Japan, and the rest of the world to control the cable communications of the world,. Protests have been received from a number of chambers of commerce in various parts of the countrv, headed by the Chamber of Com-1 Drys Plan Fight To Defeat Wets As Congressmen Commissioner on Prohibition Says Enforcement Machin ery Is Inadequate to Stop Liquor Sales. Washington, Sept. 17. Declara tion was made today by. Prohibition Commissioner Kramer that dry law enforcement machinery is irfade yuate. Coupled with this was a statement by the anti-saloon league that the "nation- is confronted by a gigantic rnd -icious conspiracy to discredit and ultimately overthrow prohibition." ,f Mr. Kramer, in addressing the league conference. added that in numerous communities prohibition cases were being dragged into fed- ?j eral courts at a rate ot 1U ,to 12 a week. The result, he said, is jammed court dockets and delay in the trial of dry law violators. The anti-saloon league embodied its conspiracy charges, in a resolu tion, which served notice that it would attempt removal of public of ficials derelict in prohibition en- merce of New York and from many businessmen against the o'ontrol of the cables in the Pacific by the Jap anese and in the Atlantic, especially to the east coast of South America, by the British. These protests are filed with the State department and it is known that they form a part of the case that will be presented by the United Mates tohe communica tions conference. fercement. At the same time offi cials of the league made public a partial list of candidates for con gress whom it will seek to defeat be catise of their position on prohibi tion. Mr. Kramer frankly told the con ference that his agency in addition to being confronted with a shortage of personnel, had within it men who were not "straight." While the conference gave Mc. Kramer's organization a vote of con fidence and a pledge of support, speakers asserted this stand would not "soften" condemnation of offi cials of whatever rank who did not observe the letter of the law in searching out liquor law violators. The, resolution alo called upon congress to adopt "some standard for, 'good behavior' by defining mis conduct," for which appointees, sucb as federal judges, might be removed from office. The present laws'make impeacement difficult and imprac tical, the resolution said. The league will support Watson, republican, against Taggart, democrat, iti the senatorial contest, and Frank B. Willis, republican, in the Ohio sena torial race. Included among the present members of ihe house select ed byi the league as the object of its attack, the list showed Repre sentative Porter of Pennsylvania.
