ter routes 'to relieve '.crowded 'Tail
road lines, consolidation of ticket
offfces, unification of terminals and
pooling of repair shops weft, among
the wartime reforms , instituted by
the railroad administration indorsed
as worthy of continuation by Julius
Kruttschnjtt chairman of the South
ern Picifjc; in testimony today be
fore the senate interstate commerce
committee. Mr. Kruttschnitt was
the first of- several prominent 'rail
road officials, whom the committee
plans to hear.
Standardization of equipment for
all railroads under federal -Control,
proposed by the railroad administra
tion, was said by Mr. Kruttschnitt,
to be inadvisable. " -
The short routing of traffic, Mr.
Kruttechnftt said, had not resulted
in as large benefits as had been
claimed. , -
, "The benefit ' for this practice',
which deprives the shipper of choice
of routes and competitive facilities
and service, is very much exagger
ated," he said. "The director gen
eral says that during" a year of fed
eral control 16.813,633 car miles have
been saved in the eastern and north
western regions alone, which is only
two-tenths bf one per cent of the
total freight car miles run in these
regions. In recommending the elim
ination of circuitous routes, the in
terests and convenicncefof the pub
lic served by. them do not seem' to
have been considered." . . i
: In summarizing the attitude of the
railroad executives toward railroad
legislation, Mr. Kruttschnitt said:'
"Profiting by experience acquired

operation, the carriers earnestly, desire-to
provide a better system of
operation by combining the jnitfative
and beneficial features of competi

with the benefits developed during
operation by the government un

lamation placing Tipperary - under
the Vrimes act. All meetings are
prohibited and nobody can pass in

mits. None of the residents may be

may pass in. or out without censor
ship. Enough troops were sent into
the districe to enforce these regula
tions. , '

referring to "the-next war,".Maj.
Gen. Leonard Wood made a strong
appeal before a joint-session of the
Kansas legislature today for' a sys
tem of universal training for ' na
tional defense. He-outlined what
he termed "the idea of the great
leader who lias gone and of oth
ers,' and frequently quoted terse
sayings of his friend, the late Theo
dore Roosevelt. '
General Wood saM his plan was
to train youths, not more than six
months He pointed out .that the
Tenth division was trained to per
fection in four months. He said
that the plan of industrial, training
now being tried out at Camp Funs
ton is entirely successful. The
training system, he said, was simi
la- to that of the present national
guard system.

British Labor Plans.

In the discussion of lalror problems
which will come before the" peace
conference it is said that the Brit
ish libor leaders are preparing pro
posals to be handed to the confer
ence. It is not known here what
value the international labor con
ference in Switzerland will have in
this respect, but it is understood
that the British government does
not object to the meeting, which
might useful in an advisory ca

319 delegates had been elected to
the national assembly from 28 dis
tricts in the returns up to 5 o'clock
Tuesday afternoon. They were dis
tributed as follows:
Majority socialists, 132: German
democrats, 58; centrists, 57; German
national party, 28; independent so
cialists, 22; German people's party,
14; scattering, 8.
Amsterdam, .Jan. 22. Although
the majority socialists obtained an
absolute majority in Berlin and the
suburbs Sunday, according to a Ber
lin dispatch to the Handelsblad,
they cannot consider the results sat
isfactory as the bourgeoisa parties
found more support than had been
expected. The I.okal Anzeiger of
Berlin estimates that the bourgeois
parties up to Tuesday afternoon had

cialists in East Prussia, where they
were formerly detested by - the
voters. The conservatives polled a
heavy vote throughout the country.

Bavaria and upper Phal2 show that
the Bavarian people's party won five
scats, the majority socialists two,
and the peasant alliance two. In
Schleswig-Holstein and Lubeck, the
majority socialists won five seats:

The independent socialists and the
Christian people's party, formerly
the centrists, failed to win a single

Lithuanian Premier
Leaves Harassed Land
to Seek Aid in U. S.
Copenhagen, Jan.- 22. Premier
Ullmann of Lithuania, accompanied
by a majority of the Lithuania cabi
net, arrived here last evening. They
left Libau because of the bolshevik
invasion of Lithuania and on Mon
day reached the Danish island of
Bornhom, in the Baltic, when they
proceeded here.
Premier Ullmann said that the
bolsheviki were not yet masters of
Libau and that the provisional Li
thuanian government still had its
headquarters there. The bolshevik
forces, however, were only a few
days distant. Whether the town
could be held against them depended
upon the help which the Lithuanians
could get abroad, and whether the
German soldiers in Libau would
fight the bolsheviki. '
"We need arms, ammunition and
troops," Premier Ullmann added.
