Use of wa ter routes 'to relieve '.crowded 'Tail road lines, consolidation of ticket offfces, unification of terminals and pooling of repair shops weft, among the wartime reforms , instituted by the railroad administration indorsed as worthy of continuation by Julius Kruttschnjtt chairman of the South ern Picifjc; in testimony today be fore the senate interstate commerce committee. S. Copenhagen, Jan.- 22. Premier Ullmann of Lithuania, accompanied by a majority of the Lithuania cabi net, arrived here last evening. They left Libau because of the bolshevik invasion of Lithuania and on Mon day reached the Danish island of Bornhom, in the Baltic, when they proceeded here. Premier Ullmann said that the bolsheviki were not yet masters of Libau and that the provisional Li thuanian government still had its headquarters there. The bolshevik forces, however, were only a few days distant. Whether the town could be held against them depended upon the help which the Lithuanians could get abroad, and whether the German soldiers in Libau would fight the bolsheviki.
