Bill of Rights.
Mr. Marshall, chairman of th
committee on Poland, in presenting
the bill of rights to the congress ex
plained that it was drafted jointly l;
four committees that have been con
sidering conditions in Russia; Po
land, Galica, Lithuania, I'krainia, ant
the new Slovak nations. The re
port, presented by Mr. Marshall
recommended:
That the American Jewish con

of." The congress adopted the propo
sition of the national Polish depart
ment and Polish national defense
committee for a commission to in
vestigate conditions in Poland af
fecting the Jews and to make a
public report of the findings.
The congress adjourned to meet
within one year after the signing of
the peace treaty or sooner if tho
European delegation should deem i
necessary.

New York, Dec. 18 Mayor Hylan
today notified the police department
"To look carefully into the record
of every person arrested in connec
tion with red flag propaganda," urg
ing that in cases where those arrest
ed cannot prove their American citi
zenship, steps be taken for their dc
portation.
