Dec. 18.-A bill c rights which it is proposed shall be incorporated in the organic laws ol states, that may be established as i result of the world war, was adopted at the final session today of tht American Jewish congress and wil be presented to the Versailles peace conference by a delegation of nim representing the Jews of the Unitet States. Mr. Marshall, chairman of th committee on Poland, in presenting the bill of rights to the congress ex plained that it was drafted jointly l; four committees that have been con sidering conditions in Russia; Po land, Galica, Lithuania, I'krainia, ant the new Slovak nations. "7 Those who observe any othei than the first day of the week as their Sabbath shall not be prohibitet from pursuing their secular affairs on any day other than that whicl: they observe; nor shall they be re quired to perform any acts on theii Sabbath or holy days which they shall regard as a desecration there of." The congress adopted the propo sition of the national Polish depart ment and Polish national defense committee for a commission to in vestigate conditions in Poland af fecting the Jews and to make a public report of the findings. The congress adjourned to meet within one year after the signing of the peace treaty or sooner if tho European delegation should deem i necessary. May Deport Aliens.
