CODRT SAYS BOARD
. MEMBERS-TO HOLD
Decision of Supreme Judges at
Lincoln Settles Disputed Mat
' ter Long Pending in Sev-
eral Counties.
(From a Staff Corwpomlent.)
Lincoln, Nov. 17. (Special.)
Members of county boards elected
last year arc entitled to the offices
and those seeking to hold over have
no legal claim, according to an opin
ion of the supreme court in an at
tempt to clarify the law under which
the terms of county commissioners
were increased from three to four
years. j
i Two cases, one from Boone county !
and the other from Dawson county,
are involved in the opinion.
In the Boone county case, the old
time commissioner, Make Cavey
brought an injunction suit to prevent
Thomas Reigle from, succeeding to,
the office. .The district court held for
Cavey.vbut the supreme court over
rules the opinion.
In Dawson county O. D. Smith was
elected in 1916 to serve out the bal
ance of a term which should have
dated from 1914 and ended in 1918.
Owing' to confusion as to what the
law really provided only one commis
sioner was elected instead of two in
1914., As a result E. A. Calling,
elected in 1912 sought to holdover on
the grounds that no legal selection of
a successor, had been made, and the
supreme court holds that the failure
of the election in 1914 should be cor
rected in 1916, and Smith is entitled
to the officc-asthe lower -court held.

arbitration board. The board was not
given authority to pass on the open
shop question or union recognition,
although the agreement embodied a

Secret Service Keep Cases
On Chicago Aldermen
The aldermanic committee sent to
Wasington to get a larger supply of
coke and anthracite coal for Chicago
returned yesterday.
Alderman Toman had some busi
ness at the state, army and navy
building and skipped up the. steps to
the entrance opposite the executive
office of President Wilson. Just as
he started to open the door a guard
stepped out and stopped him.
"1 understand you perfectly," said
the guard. "You are a Chicago al
derman, but you cannot get into this
building without a pass."
"What kind?" asked John.
"One issued by the Army and Navy
departments, which must have both
your photograph and signature on it.
You get them on the inside and you
cannot get in without one of them."
John emitted some comments and
remarks, walked over to the edge of
the porch and stood for a time. The
guard walked over and stood a little
in the rear of the alderman.
"Say, guard, what on earth are

NAVAL BATTLE OFF HELGOLAND
RESULTS IN DEFEAT OF GERMANS
London, Nov. 17. British light forces today engaged German light
cruisers off Helgoland, the British admiralty announced today. The Ger
man warships retired and the British forces are now chasing them.
The announcement follows: "British light forces operating in Helgo
land bight have been engaged with German light forces this morning.
The only information we have received thus far is that our vessels have
engaged enemy light cruisers, that the latter have retired at high speed
and that our vessels are in pursuit
'and some of them even pushed out
I of his path. But they did not cheer;
i it was a matter too deep for sounds.
On came Sandy; panting, glaring, he
leaped through the door, and a sym
pathizer from over the seas who fol
lowed him reported that at 9:29 he
had a strong Highland paw curled
around three fingers of Scotch. The
early closing law, thanks tcv good f(ji f
sprinting, had been respected but, ; v
nevertheless, thg trench had been
taken and the day saved."

How Thirsty Sandy
Beat Law by a Nose
Writing in Everybody's for No
vember, Baude Radford Warren enu
merates some amusing incidents
showing the effects of limited war
prohibition in England. One evening,
a short time since, the author wit
nessed the following race against time
that was staged near Victoria Sta
tion, London, at an hour when traffic
is thickest:
Presently a shouting and cursing
arose at the center of the intersecting
streets. People turned, peering and
gaping. Streaking straight through
the the traffic, regardless of thunder
ing trucks and sliding cabs and ob
structing pedestrians, came a Scotch
man. His eyes were glassy and star
ing; his kilts were flying; his knees
were twinkling. On he came, straight
for the public house. If ho could get
a hand on a glass of his national
vodka by 9:29 he was saved. Would
he make it? A group of ribald Amer
icans cheered him on, yelling at him
in race track fashion. His fellow
Scotchman silently made way for him,

of which we illustrate the table
This Table has the distinctive feature of twin
legs. The turning is a very refined type .con
sisting of the urn and baluster njiotif. The block
ankles and bun feet offer an interesting varia
tion. The unlove- stretcher arrangement with
the center leRineorpbrates the "sameHighifi'ed
style of turning. The table top is plain except
for the fine beading which moulds the upper
edge.
The Buffet and Serving Table follow the
same motifs with very fine mouldings at door

The Chairs are very shapely and upholstered
with blue leather slip seats.
