(From a Staff Corwpomlent.) Lincoln, Nov. 17. (Special.) Members of county boards elected last year arc entitled to the offices and those seeking to hold over have no legal claim, according to an opin ion of the supreme court in an at tempt to clarify the law under which the terms of county commissioners were increased from three to four years. j i Two cases, one from Boone county ! and the other from Dawson county, are involved in the opinion. In the Boone county case, the old time commissioner, Make Cavey brought an injunction suit to prevent Thomas Reigle from, succeeding to, the office. .The district court held for Cavey.vbut the supreme court over rules the opinion. In Dawson county O. D. Smith was elected in 1916 to serve out the bal ance of a term which should have dated from 1914 and ended in 1918. Owing' to confusion as to what the law really provided only one commis sioner was elected instead of two in 1914., As a result E. A. Calling, elected in 1912 sought to holdover on the grounds that no legal selection of a successor, had been made, and the supreme court holds that the failure of the election in 1914 should be cor rected in 1916, and Smith is entitled to the officc-asthe lower -court held. Marine Workers, in New .,, ; , York Obtain Wage Demands New Tork, Nor.. 17 Increased wage schedules, granting in a large measure the demand! of 7,000 marine workers in 'the- port of New York, were announced here today by the, government board ofr arbitration ap pointed to; decide the issue between them and their employers. I The settlement of the controversy was pursuant to an agreement with the United States Shipping board, made by the employers and the unions to submit disputes to a government arbitration board. Just as he started to open the door a guard stepped out and stopped him. "1 understand you perfectly," said the guard.
