(Special Tel egram.) The president of the United States, in an epochal message to the congress of the United States, in joint session sssembled, with a majority of the supreme court present, with gal leries crowded, with guards within the capitol and cavalry without, solemnly told the representatives of a hundred millions of peoples last night that civilization demanded we enter the world war for democracy. The night of April 2 will stand ont in the history of the United States as one of its greatest epochs, no mat ter where events may lead until peace comes. Confessing that neutrality had failed, President Wilson without mincing words or indulging in rhe torical flights, told a living multitude that while right was "more precious than peace, we shall fight for the things which we have always carried nearest our hearts for democracy." Surpasses Anything For Years. To one who saw the declaration of war against Spain during McKinley's time, and more or less was a brief chronicler of the events of those days, the days of 1898, the events of to night far exceed any events in the years your correspondent has been accredited to Washington, Events be gan to move rapidly from 3 o'clock until at 8:30, when the president ar rived at the capitol. From noon un til S o'clock the house labored with perfecting its organization, every of ficer of the sixty-fifth congress be ing elected with varying majorities, as predicted in these dispatches would be the case. Then a recess was taken, during which time the democrats pre sented their committee assignments to the republicans, leaving them the bare bones, places to be filled. Where Nebraska Democrats Land. ' In the list presented, Mr. Lobeck retains his chairmanship of expendi tures in the Treasury department, but relinquishes his place on the District of Columbia committee, a place where he .performed conscientous work. He retains his place on war claims and banking and currency. The other democrats from Nebraska, Messrs. Stephens and Shallenberger, retain the committee places they held in the sixty-fourth congress, Stephens on in terstate and loreign commerce; shal lenberger on military affairs. Republicans to Walt It is understood the committee on committees, of which Mr. Reavis of Nebraska is a member, will not re port the republican member, for a day or two, in view of the democrats hav ing taken care of independents, who voted for Speaker Clark. Representa tives Sloan and Kinkaid, now that the house is under democratic control, will bi- entirely satisfied with their present assignments, but Mr. Reavis may become the ranking member of the minority on war claims, the rank i lg republican, Mr. Focht of Pennsyl vania, seeking a different committee asignmenb Guests of Mr. Sloan. W. H. Wallace and daughter, Olive, of Exeter, Neb., were guests of Rep resentative Sloan today and through his .ourtesy were permitted to see the house of representatives in process of organizatio and incidentally get a near view of the first coqgresswoman, Miss Jeannette Rankin.
