The purchases of new and old wheat
by foreigners at Chicago yesterday
amounted to 7M.0OO bushels in all posi
tions. It has been said right along that
importing countries were taking only
moderately of our wheat, but tnolr recent
purchases demonstrate the fact that they
are In the market right along on n lame
scale. The wheat that changed hands
yesterday was not only new, but old as
well. Conditions In the nit reflected the
export trade, and also showed that a do
mestic demand exlBts tor tne casn article.
Besides tho cash wheat sold here to mill
ers and others, vessel room was char
tered ror shipment of kw.uw uusuois to
Buffalo at tic Mtllers east of Chicago
bought 66,000 bushels here yesterday,
which shows that theso millers are not
depending on home supplies at the mo

It is known that while the Oklahoma
wheat received here wna in a condition to

being harvested and threshed in Kansas,
Illinois and some other states will have
to pass through the sweat before It is in
condition to bo ground into flour. Kan

forms In the federal judiciary are pro
posed In the Wntklns bill, passed by the
house today and sent to the senate for
action. The measure would prohibit
judges of United States courts from ex
pressing personal opinions in charging a
Jury and from taking away from a Jury
the determination of Issues of fact. It
would abolish tho fco system of compen
sating clerks of courts, substituting sal
aries ranging from $2,600 to $4,500, This,
It Is said, would reduce the Incomes of
many district court clerks by thousands
of dollars.
