The measure would prohibit judges of United States courts from ex pressing personal opinions in charging a Jury and from taking away from a Jury the determination of Issues of fact. It would abolish tho fco system of compen sating clerks of courts, substituting sal aries ranging from $2,600 to $4,500, This, It Is said, would reduce the Incomes of many district court clerks by thousands of dollars.
