a I air. lolling emphatically denied the cir-
cuiatcu statements in uino to tnc etiect
that the steel corporation was only too
willing to abandon Its own system of ad
justing damao cases arising out of In
juiles to employes because of the enor
mous cort of litigation resulting frpm the
failure of the employes to accept the
company's plan. He declared, tliat this
was absolutely untrue and that IJie total
cost of litigation in the state of C1o wim
less than one-holf of 1 per cent of tin-
total claims paid under the corporation t
method of adjustment. i
In conclusion Mr. Itolllng declared thai ,
he was nl a los to fix the origin of the
stories circulated, because It was a fact ',
of general knowledge that the steel cor-(
poratlon officials were opposed to thoi
Ohio law on the ground that It was lnade-1
quatc and suffered by comparison with
the laws adopted by the states of Illinois,
Wisconsin, Ml cm fran ana .cw Jersey.
Object on Severn I Urntinriw,
From other sources It Is learned that
the steel corporation objects to the Ohio
law on several grounds. In the firyt
place the law falls to protect employers,
sfnee It leaves th'ra liable for unlimited
damages as the result ot a suit brought
by an Injured employe for any Injury
Cue or which a Jury may wrongly be
lieve to be due to the failure of the
employer or any of his officers or agents
to comply with any statute or ordinance
for the protection of life or safety of
employes. In other words. It the employe
alleges the Injury resulted through failure
to provide a safeguard required, by law.
the employe can elect whether he will
accept the compensation benefits provided
by the new law or bring suit in tha
court for a much greater amount. '
Although It Is, .a A so-called "state In
surance" scheme,- thestute of Ohio asr,
sumes no liability toa,pay the compensa-
tlon and docs not insure Its payment. Ti '
employer : subject to io personal
liability to pay the compensation. There- 1
fore, the fund alone Is liable. .Should It 1
develop that the Insurance rates named
bA the Ohio boaid are too low and em
ployers drop out and discontinue their
payments to the state fund, It would
b mooted question where the money
I would' come' from to pay the accrued
liabilities and the-continuing pensions.
