Madero Finds that Nothing Lc8$ Will

CHIEF rOUTT IN PEACE DEALINGS

Eli PASO. May 5. The peace commis
sioners of the Mexican revolutionists for
mally presented Thursday to Judge Carha
Jal. the federal envoy, a statement signed by
Francisco Madero, Jr., appealing to Presi
dent Dlai to make public th assurance
given privately that he Intended to resign.-
After offering his own resignation as
provisional president of the republic Senor
Madero suggests that both President Dlas
and Vice President Corral resign and that
Senor De La Barra. the minister of for
eign relations, become president ad Interim
until a general election shall have been
held.
Th statement, couched In most courteous
Spsnish phrases, nfor.ns President Dial
that there Is no other way out of the
present difficulty nd that a word from
htm will bring peace In a few days.
Senor Madero In hi statement calls upon
di . '" -'-""-"i caua upon
1 r"me"t particularly to make known
to the people of Mexico his "Irrevocable
resolution to retire from power a soon as
peace Is established In the country." Ma
dero declares this statement was made by
Dlax to "go-betweens" Interested in re
storing peace.
The Madero statement was presented by
the rebel commissioners at the negotiations
which began early today, only after a
heated discussion among the revolutionist
leaders.
Pablle tatement F.saentlal.
Pome of them had declared that It was
absolutely essential that President Dln
make public announcement of his Intention
to resign In order to bring about complete
tranquility. Teace. thev said, would not
follow an agreement backed tip only by
private assurances which hardly could be
transmitted to militant leaders In the
outh and central purta of the republic
Borne of th rebel chiefs went so far aa
to address a letter to General Madero,
stating that unless ho asked for the im
mediate resignation of President Diaz, or
at least a public annotinrement of future
Intentions, they would not support the
peace negotiations. '
General Madero, somewhat alarmed .by
the extent of the Insurrection which he has
created, and now desirous of making every
effort to save the country from a state of
anarchy, finally wrote the following In
tructions to his peace commissioners. Dr.
Vasques Gomez, Senor Francisco Madero.
sr., and Senor Pino Snarrx:
"In general th conditions of peace have
been accepted by me In telegrams, trans
mitted by the government's unofficial
agents. Stnors Branlff and Obregron. I
ought tb tell you that I have accepted to
treat about those conditions because some
gentlemen, acting as go-betweens, have.
In a confidential way. Indicated to me that
General Dlai has made known to them hi
irrevocable resolution to retire rrom
power as soon a peace Is established In
the country.
This resolution appears to m to be
highly patriotic, because In the present
moment It Is the only one which can sat
isfy public opinion, and I am convinced
that If General Dlas make public this
Intention It will permit us to pacify the
country In a very few days, a matter which
la difficult to obtain In other way.
"For thee reason and not doubting th
patriotism of General Dlax, I w1h you to
present to the envoy of the government
the following proposition:
"In order to assure the Immediate paci
fication of Mexico and to furnish to th
world an example which will Increase th
prestige of our country, both contending
leader. General Porforlo Dlax. aa well aa
myself aa provincial president and th vie
president of the republic Ramon Corral
shall resign, and In the Interim, th minister
of foreign relation, Senor Francisco de la
Barra, shall be president, calling a general
election according to the constitution.
A far as I am concerned, I am offer
ing my resignation with great satisfaction
as x only wish to serve my country as
circumstance demand. If General Dlas
I Inspired by the same patriotic sentiment,
I have no doubt' he will make publio what
he ha manifested in private. I beg of you
to make thl proposition In the most fav
orable term In order not to. of fend In th
slightest degree and that you may not In
sist that he retire Immediately.
"I believe that the country will become
quiet alone through the announcement of
his Intention to retire from power and aa
soon aa all the arrangements you ar af
fecting with the representative of General
Dlax are put Into operation."
The conference between Judge Carbalal.
the federal envoy, and the rebel commis
sioner, adjourned lata today after which
th Madero statement waa made publio.
Realaaatloa Rlgaest Problem.
It km evident that the procedure with
respect to the resignation of President Dfas
had been the most exacting problem before
the commissioner. Rebel leader tonight
declared peace Impossible except a Indi
cated by General Madero In hi statement.
On what General Dlai would do. It was
admitted by federal representative and
revolution!,! alike, rested the aoluUon of
th difficulty.
Rebel successes In th outhern and cen-
tral part of Mexico where th resignation
of President Dlai Is said to be preferred
above all other demands for political r-
rorm, it is known caused General Madero
to .take the stand he did. He feared. It I
said, that hi peace negotiations would be
or urn avail, no matter what formalities
were puraued, ir the main Issue were dis
regarded. In the credentials which Judge Carbajal,
the federal envoy brought. General Madero
saw a recognition of the revolutionist cause
and waa highly pleased.

CHICAUO. 111.. Mi)- -..-Telegram from
President Taft and British Ambassador
James Bryce were read tonight at th cele
bration of the .three hundredth anniversary
of the translation of th authorlied version
of the F.ngllsh Bible.
The chief address was delivered by Wil
liam .1. Bryan, who challenged materialist
end those opposed to the theory of dlvlna
Inspiration of the Bible to show they went
lisht by producing a book superior to thsf
volume.
"Atheists and materialist declare that
the Bible Is merely the work of man." said
Mr. Bryan, "and that It was written undor
the llmltnes that apply to human wisdom.
Taking this position they necessarily must
contend that, unless man has degenerated
In ability and declined In wisdom, he now
can produce a book equal to th Bible. Let
them produce It.
"Atheist and materialist have assailed
the Bible at every points they have been
as bold as the prophets of Baal In defying
th living God and In heaping contempt
upon the written word. Why not challenge
them to put their doctrines to the test?
When Elijah waa confronted by a group
of srorners who mocked the Lord he In
vited them to match the power of their God
against the power of his, and he waa willing
to concede superiority to th one who would
answer with fire."
