tlon was renewed fh the stock market to

There wns no 14 per cent money rate

to make effective the desind disappi oval
of the Hock Island market management.
The principal selling of the day was at
tributed to the retirement of speculative
commitments which had been prompted by
this disciplinary movement.
More substantial grounds for the weak
ness of stocks were found In other factors.
For one thing, the unexpected stringency
of the money market after the first of

money market facilities for meeting these
obligations are less than expected and

The relief afforded to the loan account
of the banks in November was secured
partly. It Is believed, bv large advances
from surplus treasury funds of the great

of the market. Last prices were about

ALBANY, N. Y.. Jim. R. Governor

on the federal government the power to lay
and collect an Income tux "fnsni whatever
source derived," without apportionment
among the states according to population,
and In conclusion recommended that this
amendment be not ratified.
"I am not In favor of conferring on the
federal government the power lu lay and
collect such a tax." he said. "I believe
that this power should be held by the fed

It with the means of meeting national ex:

"But the power to tax Incomes should
not be granted In such terms as to subject
to federal taxation the Incomes doiivod

those issued by municipal governments of

the borrowing capacity of the state and of
Its governmental agencies at the mercy of
the federal taxing power would ho an Im
