PERMIT TO DRJVE' A STAKE
Ordinance la Belua Prepared by City
Engineer lloarnater for Pro
taction of Streele.
An ordinance requiring a special permit
before any person or corporation can SO)
much as drive a sialic In an Omaha street
is being prepared by City Engineer Rose
water. Ordinances galoro have been passed
to regulate the tiso "In, over, above or
below" the streets, but they failed of their
purpose and somo bf tho .classes of street"
cuts that offended the most were omitted.
Their failure was due largely to the lack;
of "concentration and the new ordinance
la destined to cover everything In sight,
have all permits Issued by a clerk In the
engineering department and to be enforced
by Inspectors. In some cases fees will
be exacted for the permits in crder to pay
for the extra expense.
In the past the municipality has suffered
much by reason of utility corporations dig
ging up the streets, planting holes In them
and putting jdpoa under them, almost at
will. Regulations governing the matter
have been lost sight of and not enforced
and tho corporations hnve brn allowed to
do about as they plonscd, in soma respects.
They have been checked up and compelled
to repair damage to paving nnd surfaces
whenever possible, but many cases- escaped
detection.
Councilman Zimmaii some time ago
brought up the matter of requiring erm(ts
for All street tampering and nrged the
passage of such an ordinance. Engineer
Rosewater since has been engaged in re
shaping the old' ordinances On the subject
and whipping them together in more com
pact form.
ANOTHER WOMIKIl OF SCIENCE.
Biology Has Proved That DandrnS Is
Caused by a Germ.
Sclenoe Is doing wonders these days In
medicine as well as In mechanics. Since
Adam lived, the human race has been
troubled with dandruff, for which no hulr
preparation has, heretofore Woved a suc
cessful cure until Newbro's lierplcide was
put on;the ftisrkot. Jt,is a-.soCrlflc prep

dandruff or scurf by digging l'rfto' the scalp
to get at tha root of i the Mo, ' where It
saps the vitality; causing Itching scalps,
