Their failure was due largely to the lack; of "concentration and the new ordinance la destined to cover everything In sight, have all permits Issued by a clerk In the engineering department and to be enforced by Inspectors. In some cases fees will be exacted for the permits in crder to pay for the extra expense. In the past the municipality has suffered much by reason of utility corporations dig ging up the streets, planting holes In them and putting jdpoa under them, almost at will. Regulations governing the matter have been lost sight of and not enforced and tho corporations hnve brn allowed to do about as they plonscd, in soma respects. They have been checked up and compelled to repair damage to paving nnd surfaces whenever possible, but many cases- escaped detection. Councilman Zimmaii some time ago brought up the matter of requiring erm(ts for All street tampering and nrged the passage of such an ordinance.
