for the new building for the tepsjrtment

pending treaty looking to the acquisition
of naval stations In Cuba and the settle
ment of a title to the Isle of Pine a. As to

treaty will b so framed as to permit of
the acquisition of the land in advance of
payment therefor, the question of price
to be settled hereafter. This is necessitated
by th fact that the Cuban government
proposes to acquire title from lndlviducj
