the special congressional commission which
Investigated the hazing of Cadet Boor, and
the general subject of hazing was today
submitted to the houso ot representatives
by the chairman, Representative Dick, to
gether with u bill making stringent regu
lations against hazing, fighting and all
brutal practices.
The report Is an exhaustive review ot
tho practice ot hazing In all Its forms, and
while moderate tu tone, Is nevertheless a
stinging arraignment of the many alleged
brutal practices enumerated, It specifics
more than 100 distinct methods of annoying
and hazing fourth-class men and describe
then In detail. "Ono of tho funny forma
tions" described Is that practiced on Philip
Sheridan, Jr., who was compelled to ride a
broomstick, "In mockery of his Illustrious
