Chairman Mercer had already lost one opportunity by n successful filibuster against his bills , nnd he was afraid of an other. Particularly he leared Handy of Delaware , who. though serving hU firet term , has dcveloved an extraordinary capacity for obstructing business when things are not goIng - Ing his way , and they never are. Mercer told Mclntire his fears. The letter's custom house bill was at stake. He and Handy travel much together , the former living In Baltimore -and the latter In Newark , Del.
