It was known Monday , relates the Wash
ington Post , that the committee on rules in
tended to give the committee on public
buildings and grounds Tuesday afternoon in
which to pass all the public building bills
possible. Chairman Mercer had already lost
one opportunity by n successful filibuster
against his bills , nnd he was afraid of an
other. Particularly he leared Handy of
Delaware , who. though serving hU firet term ,
has dcveloved an extraordinary capacity for
obstructing business when things are not goIng -
Ing his way , and they never are. Mercer
told Mclntire his fears. The letter's custom
house bill was at stake. He and Handy
travel much together , the former living In
Baltimore -and the latter In Newark , Del.
Monday evening they traveled trgether.
Mclntire Immediately instituted an attack on
Handy. The former Is of about the same
size and activity as General Jce Wheeler.
The latter is about the same size as Payne
of New York , but with n better-arranged
girth. Handy chaffed and held eft. Mcln
tire was all earnestness. With Handy was a
constituent , a gentleman interested In a cer
tain church there , and evidently one who
possessed almost unbounded Influence
with Handy. Mclntire turned his
attenticu to this gentlemen and
besought his aid to keep Handy away
from the sussion or to delay him two hours.
"If you do this , " exclaimed Mclntire enthu
siastically. "I'll contribute J25 to the cause
you're Interested In. "
Handy's friend said he would rce what h9
could do. When the time for the beparation
of the three came Mclntire said : "Keep
him , keep him , and I'll make it $ f.O. "
The next afternoon Mercer cnst nn anxious
eye about the chamber as he roec * to sub
mit his first bill , but there was no Handy.
Bill after bill was passed , but still no
Handy. The Baltimore bill was reached
and psssed and still no Handy. Mer
cer was relieved , Mclntire jubilant.
About ten minutes 1'ater Handy en
tered the chamber hastily , walked up to Mc
lntire and said : "Your bill parsed ? " "Yes "
"Then I can go In and raise a row , " and
he did.
The filibuster that up to that time had
been weak became strong for a minute
or two , but it was too late ; . The bills wert
all passed.
