Mann , l1r | ni\1VA OVA I t V I REGARDING S10LEN Figures on Embezzlements , Forgeries and Defalcations , ONE CLASS OF CRIME THAT IS DECREASING Amount of Money Piirlolnn ! t.nit Vcnr the MunllrM lit I ho I'nM IJccnil"1 llrnftiiti M A Chicago man , an expert accountant , has prepared some very Interesting figures on a subject little known to the world at large. The 'reading public for the last year has read accounts of defalcations , embezzleI tnents and forgeries , yet very few have any Idea how high these figures reach. The statistics for the year 1S9S show that the record of embezzlements , forgeries and deI falcatlons has decreased nearly one-hnlf , as compared with the year 1S97. The total figures for 1SSS are $5,861,263 , as compared with $11.243,084 for 1S97. The total for 1S9S Is by far the smallest elnco 1SSS , when a little over $2,000,000 was embezzled. The state of rascality by months for the year 1S9S Is as follows : January . . . . . . $ 239.5 < il February . 7S3.887 March . l,31i.72S April . C1G.CO ) May . 576.1" ) June . . ' 73.811 July . 273,40) August . 39.415 September . 142. 1 ! October . 7S3.1G1 November . 32S.015 December . 162.MS being an average of $457,603 per month. Tlic KlRiirrn ! > cnrn. The summary of defalcations by years from 1S7S to 1S9S Is as follows : 157S . $ 2,754.0-10 - 1579 . 2.754.00 1S 0-'SI . 4SSS. ( UJ2 . 2,900,0'0 1SA3 . 2,050,000 1S54 . . . . . 22,151.000 1EV > . 3.475.000' 1SV . 3,750.000 U57 . . . 4.550.WO 1553 . S.G01.CVJ ISM . . 5.G22.WG 1M1 . 10,720,219 . < ! . S.837,517 1S93 . 19.029. COS S9 . 25.234,112 JM6 . 111,423.203 1S9G . 9.4C5.921 1S37 " " " . 11.24SOSt The explanation of the great totals of 1S93 and 1S91 offered Is that during the first year the great depression of 'business ' and the unusual difficulty encountered In getting ready money led to the discovery of more defalcatlons'than during other years. Dur ing the year 1S9I four defalcations were discovered In the millions , four more than $500,000 and less than Jl.000,000 , thirty- seven for more than $100,000 nnd less than $500,000 and forty-four for more than $50- 000 and lesa than UOO.OOO. These figures stand out In remarkable contrast to the number of reported failures for the year in mercantile and manufactur ing lines of business. As reported by Dun , these failures were not so numerous for 1S91 | as 1893 , though the embezzlements for 1S91 exceeded those of 1S93 by more than J6.000- 000. This may be explained 1jy the fact that the business depression of 1S93 caused i a great deal more caution among business [ men , the lines of both credits and debts j being contracted within the limits dictated by prudence. The man who Is gambl'ng ' RELIGIOUS SERVICES. I.nrgrr rums I arc taketi , risked and lost : dissipation be j gins to accompany the embezzlements , and i after that there Is no hope for exrnpe Th i dissipation > ery seldom accompanies the flrst stage of the embezzler's progress. It Is only , vrhcu ho become * desperate and rookless that | he resorts to this method of "drowning his troubles. " He kno s that escape Is Impos- slbcl. It may bo long delayed , but It is only a matter of time. He cannot hope to win | enough through his gambling operations to repay what ho has taken , and at last the time" arrives when It Is a case of restitution or exposure. The restitution cannot be made without another embezzlement , and the loss of that brings about the collapse. While some embezzlers take th < money confided to their care and spend It In riotous living , the vast majority deceive themselves Into think ing -that the money Is only borrowed tem porarily. They believe they can gain moro by using -the sum abstracted and then "make It good. " Perhaps the case with which they escaped detection in the first case leads them into the second. This kind of morality begets habits of a similar character and part ' of < the money Is spent In dissipations , but always In the hope that they will be able to tnako It good by eomc lucky accident. The falling off of the totals of embezzle ments for the past year Is taken to Indicate that the world Is progressing and becoming wiser and better , but Inasmuch as the de crease was 60 per cent In a single year and that the world's experience has be > cn that the advance to higher planes of Intelligence and morality is very slow at best , llttlo com fort Is found In this Idea.
