In 1S80 the Socloty of the United States
Military Corps , composed of army telegra
phers of the civil war , was organized and at
once petitioned congreos to recognize the
corps aa a part of the United States army In
the war of the rebellion. General Logan
became deeply Interested In the eubject and
Introduced a bill In the senate recognizing
the telegraphers aa an Integral part of the
army. .At that time he was chairman of the
committee on military affalis and by order
ot his ' 'Mmmlttee he reported the bill for

senate .a I a subsequent congress by him , but
he dle4b.efore , It could be reached for pas
sage , and General Howley , who took his
place dh the committee , took charge of It.
General 'Hosecrans ' , while chairman of the
house committee oil military affairs , repartee
a , similar bill. In fact , from 18SO to the date
of Us final adoption every committee on mili

mended thli legislation. Once the bill passed
the senate , but could not bo reached In the

At the outbreak of the war no government
had a military telegraph corps. There was
no law for ono. Indeed , It as even sup
posed to bo Impracticable , but the demon
stration made was so effective that every
government at once adopted It as a part of
Ita army and for years It has been eo In this
country. The telegraphers of the army are
already preparing to go to Cuba as a corps
of the United States forces.
The reports and letter of Secretary of "War
Stanton , Generals Grant , Sherman , McCIel-
lan. Burnsldea , Sheridan , Logan , Scofleld
Franklin , Banks , Warren and many others
bore such strong testimony of the military
character and efficiency of the service thai
from the first there was no doubt congreK
would glvo the telegraphers a legal army
status and an honorable discharge , but I
came after more than half of them were In
their graves. This certificate contains a

often employed.

Thirty saloon keepers of the eastern dis
trict , Brooklyn , were In court recently , re
ports the New York World , to answer the
charge ot running slot machines In their
Institutions of refreshment nnd Inspiration
Twelve of them looked blue nnd gloomy
