General Logan became deeply Interested In the eubject and Introduced a bill In the senate recognizing the telegraphers aa an Integral part of the army. .At that time he was chairman of the committee on military affalis and by order ot his ' 'Mmmlttee he reported the bill for pjxssagff It. , WAS favorably reported In tha senate .a I a subsequent congress by him , but he dle4b.efore , It could be reached for pas sage , and General Howley , who took his place dh the committee , took charge of It.
