prospect In that quarter and this has also
had n tendency to weaken values. The

the trade kept close watch on Wall street

Corn was weaker , following wheat , and
was also helped downward by reports of
rain' In the country where most needed , as
well us cooler weather and less fear of
ditimiKo from hot winds. Humors of an
advance In freight rates also helped In the
decline. There was u slight rally near the
close In 'sympathy with wheat and part
of the early loss was recovered. Septem
ber opened about ' .fcc lower at 2Sc , touched
ZSlic , sold oft gradually to 27'ic , advanced
iiml closed easy nt 27ic.
Oats were again active and weak , but
not proportionately so with wheat and
corn , continued unfavorable crop news
lending an element of strength In the early
hours. September opened a shade lower
at IG BC , advanced to 17c and declined to
c , advanced to 17e and declined to from
10c to ID-Tie , that being the closing price.
Provisions were dull and gave Indications
of weakness. The stindylng Inlluenee of a
Btrong hog market wus neutralized by the
weakness of all grain markets , but the lim
ited amount of trading prevented material

Replying to Mr. Laboucherc , Mr. Ilalfotii
said that ho saw no reason why the bill
should bo abandoned. The changes it Is
proposed to make In the measure 03 orig
inally submitted to the House would , hi
said , render It necessary for movers of
amendments to reconsider their positions.
Sir William Vernon Harcourt moved an
adjournment of the Hnuse , and Mr. John
Dillon seconded the motion. The latter
complained of the vacillation of the gov
ernment and demanded assurances that the
land bill shall bo carried forward and lass
by the House of Lords.
Mr. Joseph Chamberlain , secretary of
state for the colonies , replied , dctendlng
the government. The attitude of the min
istry , he said , had been consistent from
the outset. The government had feaid that
the bill would only be passed if itihouM
bo accepted as a non-contentious measure.
The government adhered to that position ,
and if Mr. Dillon considered the LIU which
was now reduced to Its original form , a bad
measure , there would be no use In wasting
time in Its discussion and the bill , . ' 111 have
lo bo withdrawn. The responsibility for
this , Mr. Chamberlain declared , must rett
upon Mr. Dillon ami his friends.

government with not knowing Its own
mind. Mr. Gerald llalfour again spoke In
defense of the bill , after which the motion
to adjourn was withdrawn. It was the opin
ion in the lobby of the House this evening
that the political atmosphere has been con
siderably cleared by today's discussion of
the Irish land bill , ' but that the situation
of the government Is much Improved Is not
believed.
The onus for the wrecking of the bill
by Introducing amendments In the place of
those withdrawn by Mr , llalfour Is accepted
by Hon. It. II , Carson , conservative mem
ber for Dublin university , nml by friends
representing the landlord interests. A
marked sensation was created by a state
meat made by Mr. Healy In the course of
Ills speech to tlio effect that the responsi
bility for the present position of the land
bill belongs on Iho shoulders of Mr. Dil
lon , from whom , Mr. Healy Mild , lie de
sired lo entirely disassociate himself , The
sltuallon in thu Irish homo rule party , which
has hern created by thin declaration by
Mr. Healy. wan the subject of a consulta
