In nntlelpatton of nn Interesting debate on the Irish land bill , the benches In the House of Commons were unusually well filled today , nnd particularly those occupied by the radical and Irish mem. liers. liers.Mr. Mr. Gerald llalfour , chief secretary for Ireland , replying to a question put to the ministry by Mr. John Dillon , leader ot the homo rule party , said that it waa the in tention of the government t ° withdraw the entire clauses of the bill numbered 13 , II and 15 , fixing fair rents , and Inserting In place of them the amendments proposed by Mr. T. M. Healy. It was also the Inten tion , Mr. Halfour said , to drop the govern ment amendments now on paper applying to clause 4. The matter of fair rents , II was explained , would appear In another and more expanded clause. Replying to Mr. Laboucherc , Mr. Ilalfotii said that ho saw no reason why the bill should bo abandoned. The changes it Is proposed to make In the measure 03 orig inally submitted to the House would , hi said , render It necessary for movers of amendments to reconsider their positions. Sir William Vernon Harcourt moved an adjournment of the Hnuse , and Mr. John Dillon seconded the motion. The latter complained of the vacillation of the gov ernment and demanded assurances that the land bill shall bo carried forward and lass by the House of Lords. Mr. Joseph Chamberlain , secretary of state for the colonies , replied , dctendlng the government. The attitude of the min istry , he said , had been consistent from the outset. The government had feaid that the bill would only be passed if itihouM bo accepted as a non-contentious measure. The government adhered to that position , and if Mr. Dillon considered the LIU which was now reduced to Its original form , a bad measure , there would be no use In wasting time in Its discussion and the bill , .
