BAL-TIMOHB , March 1C. It Is stated upon
good authority that Hie reorganization ot thd
Ualtlmoro & Ohio railroad company , can bo
effected without any assessment upon ths
common stock , and that n plan with this
result In view Is under consideration , and
will be submitted within n few days , to one
or both of HID committee * * having the matter
In charge. The plan is nn elaborate one. Its
main feature being n reduction In the operat
ing expenses nnd the ultimate flo.itltig ot
new securities to provide for ttie fioallnc
debt , and to take up such receiver's certifi
cates as must be Issued bcforo my reor
ganization is effected. The reduction In
expenses If such n plan Is adopted will bo
brought nbout by tha consolidation ot all the
present auxiliary systems In one body , hav
ing headquarters In Daltlmorc , nnd having
but ono scries of departmental heads. This
would Involve the abolition of the present
executive departments of the Daltlmore &
Ohio Southwestern nnd the Plttsbtirg &
Western. A general dealing down ol
rentals wherever practicable would also
bo effected , and these economics , to
gether with the anticipated Increase
In the earning capacity ot the several
systems to bo brought about by Increased
facilities for handling tralllo would , It la
thought , put the company In a position to
float junior securities In sufficient volume-
cancel the floating debt ami provide for the
receiver's certificates. The promoters of
the rcheme realize that there Is little or no
chance to do anything ot the kind at his
time , but they assert that there Is sure
to be so great an Increase In ( tie gross
earnings ot the system from this time for
ward that by the time Hie details of the plan ,
nre perfected and ready for publication publlo
confidence , both here and In Europe will have
been restored to nn extent \\hlch will admit
of the flouting ot the proposed junior BO-
curltlea * In this connection It Is also rtatcd
that the Baltimore committee recently or
ganized to look after the Interests of local
Mcurlty holders , \\lll make n determlnoJ ctV
fort to have the books of the compcity over
hauled by nn export \\lth a view of learning

sian well on the farm of Martin Knudsen in
Torrey Lake township. In accordance with
Instructions from the Doard of County Com
missioners , County Judge Drury called upon
Knudsen for the purpose of procuring a deed
to the site of the well. It has been cuo-
tomary where the county located n county
artesian welt on land belonging to private
parties , for the parties to deed the site to
the county. But this Kmulron refuses to do ,
claiming that the law under which the well
was bunk was declared Invalid by Judge
Haney , now of the state supreme court , and
maintaining that he does not consider him
self obliged to deed the silo to the county.
It haa not yet been decided what action the
county will take In the matter. In the mean
time KnuiUon , who professes to bo greatly
elated over what he terms the liberality of th *
county in sinking the well for him , an
nounces that he proposes to irrigate his farm
