CIIICAOO , 111. , March Hi. [ Special Tele
gram to THE DEI : . ] A strong appeal has
been sent Into the western roads by the
Western 'traveling Man's association asking
for the introduction of a 5,000-mllo ticket ox-
chnngable on all Iho roads at the Hat rate of
$100 , and also for a 1-cont Saturday
night rate good lor return till Mon
day noon so as to allow the travel
ing men to spend Sunday with their
families. In support of their application the
traveling men say their association is 850
mon strong and there is every indication that
It will soon have amembership of 1,500. They
undertake to expel any member abusing thu
privileges nnd to make the llrms they repre
sent parties to the agreement neamst the
abuse of the privileges granted. Having the
association and the roads co-operating in this
matter would greatly reduce the abuses now
prevalent , The matter was once shelved by
tbo western roads , but its consideration maybe
bo reopened nt the next meeting of the West
ern Passenger association.
fn their compilation of summer tourist
rates , the rate clerks of the western roads
have struck a snag which has brought them
to a full stop in their work. The Omaha road
wanted a til ) rate from Omaha to St. Louis ,
but the Sioux City & Pacific wants to make
it $17.35 from Council Bluffs to St.
Paul , but could not maintain it
consistently with a $19 rate from
Cruaha. That road wants an § 18.53 rate from
Omahn , a $23.75 rate from St. Joseph and a
$24 rate to Kansas City , AtchUou and Leuv-
enworth. Other differences of more or loss
importance have presented themselves ,
which Iho rate clerks cannot harmonize , and
a special meeting of the Western Passenger
association has bcon called for 2 o'clock next
Monday afternoon to help them out of their
difficulties.
A pwsonger rate war between St. Louis
and Chicago is brewlnc. One of the lines
interested made application to Chairman Fin-
ley today for authority to inako a rate of $1
from St. Louis to Chicago on the ground
that tbo Chicago & Alton has been cutting
the rate to tnat llguro. Tno chairman
has called a special meeting of the
Western Passenger association for to-
morow to hear the evidence and
tnko aclioa on the application. The com
plaining road , It is understood , is tbo Jack
sonville & Southern , which forms a part of
the Atchison's St. Louis line nnd the agents
to it claim to have purchased the iho.uricnl
tickets of the Alton's Issue at$4 , a reduction
of 2 below the regular rate. Officials
of the Alton deny the churga nnd
threaten to retaliate if its competitors
adopt any such measure that Is
proposed , by cutting rates between Chicago
and St. Louis and Kuusas City and St ,
Louis. Some such ultimatum will bo sent
tomorrow by the Alton management. If
this is not regarded as a "blurt" It will prob
ably frighten some of the roads into oppos
ing the Jacksonville Southcastcrn's applica
tion. The Alton's threat , If catried out ,
would bo a serious blow to the Missouri
Pacific , the Wabash and the Burlington be
tween St. Louis nnd Kansas City and to aU
the southwestern Missouri Hues.
The commissioners of the Western Traffic
association are again wrestling with the
question of equality. Some tlmo ago the
liurllncton and Uock Island roads applied to
them for a reduction of tbo rate on ere from
Denver to Omaha from S3 to ti per Ion bc-
cause the Union Pacific is practically making
thnt rate by moans of smelting In transit
privileges on through shipments from Idaho.
The commissioners will rcfor the matter to
tbo advisory board.

Ill * I'lrst Appeiiritnee. at Jtnln Hill ,
The question , whom Williams really Is ,
and how bo lived , remains n mystery. In
bis flrst appearance at Kaln Hill'ho staved
at a hotel , where ho led a rollicking life ,
borne ' n man of free manners , with n general
stylo'of woaltb. Ho drank plentifully , but
not excessively , and was always ready for
champagne treats. Ho ) vns fond of society ,
wns a peed story teller , having traveled ex
tensively , and Was willing to spin a yarn ,
but when naked about.himself lin Immedi
ately became taciturn , , Ho never gnvo an
inklln ? of his personal history. Ho took
photographs from acquaintances , but never
hnd himself photographed.
A local newspaper , on the occasion of his
marriage to Miss Mnther , whom bo murdered
in Melbourne , tried to get a sketch or his career -
reor , but Williams ro/uscd to give any information
mation regarding himself , Ho first mot Miss
Mather at her mother's whllo making Inquir
ies as to the renting of n villa. Williams
pretended to net for a mythical Colonel
JirooUs , and obtpiucJ-i.t'.ie ' tenancy ot the
villa , paying six 'months'1 runt in advance. Ho
furnished only a single room in the house.
Immediately after ho had taken possession
of thu villa an unknown woman with chil
dren wns seen about the liouso. Nobody saw
them arrive or depart. About the same time
another woman visited him nt n hotel and
they partook of n luncheon of duck and green
pens , washed down with copious draughts
of champagne. Williams told the landlord
that bis companion was bis sister. This
woman wns seen twlco when she also van
ished.
After taking the villa Williams often Inft
the hotel In the morning and would not re
turn until the evening. His clothing and
person used to bo covered with dirt und his
bands were much ulistcrrd. Ho explained
bis untidy appearance by saying that ho bad
bcon engaged in putting down now floors in
n house.
A laborer has been found who deposes that
this statement was true. Ilo aays that Wil
liams called upon him to assist in taking up
the floor of n kitchen and two other rooms
nnd hired a plasterer to rainy them in
cement.
Ills Victims Appear.
These preparations bad been completed
when the victims came on the scone , nnd the
murders must have bcon ofTcclod without
delay. Williams loft the hotel to occupy the
villa , but in n few days bo returned , saying
ho could not sleep there ; that his sister nnd
the children hnd gouo away , nnd that his
plans wcro overturned. Ho afterward re
turned to the villa , but finally came back
again to tbo hotel.
Ho hurried his marriage with Miss Mather.
In Tuot ha wont to stay nt her mother's two
weeks before the ceremony. Tno mother
wns eager for the marriage , as \ \ illlams
made displays of hank notes , nuggets of gold
and diamond rings. In physical uppoaranco
the man was not , prepossessing. His ngo was
entered on the marrlago register as ill , but
ho looked 4-1. Ho bad a callow complexion
and his gait was awkward.
Ho did not take his brldo to tbo villa. Ho
caused n lot of heavy boxes to bo loft there ,
which wcro afterwards vumovo ; ! . Ho lofl nt
the hotel two traveling bags. Tbcso nro now
being closely scrutinized , Thcro are blood
stains inside.

LJut thcro are two "alleped" widows

young and handsome and of the kind

modern bachelor. Dressed in the black-

Their appearances attracted the
attention of several people pass
ing oitheir way and in a short
time n throng of curiosity
5coUcrs had gathered around the
"widows" as they loft each house. They
; lld not look like nuns , or slaters of char

loss to understand whom the remarkable
pair wore. Out they came and in they
went. The crowd grew larger , until at
length ono of those "public bencfactots' '
known as a police olllccr thought ho
would investigate for himself the mys
terious depths of the mysterious pair's
individuality. A feeling of awe seemed
to come over him for a moment , and the
heavy beating of his brostBt snoinod to
tell him and those who saw it tl at ho
had a duty to perform in the interest of
the commonwealth. Ho suddenly be
came imbued with an idea strange ,
wasn't it ; * an idea that the modest ap

and passing themselves pit as members
of some religious institution. The great
and level-headed ollicer thought again ,
mil finally made up his mind that lie
liad surmised aright. lie told a few of
the onlookers what ho thought , and of
course they agreed with him. How fool
ish of them not to have guessed. "Great

Out the widows came again and into
the next house. Now was the olllcor's
chance. Ho darted up the htens and
pulled the doorbell of the liouso from
which the mourners had just made their
exit.

and swelled with otlicial dignity.
"Did you see these ladies who just

"Yes , sir , " replied the maiden.
"What did they want ? " he bellowed
in barbaric resonant.
"Why. they merely loft this for

"I thought so , I thought sol" ho
cried as ho snatched a neatly folded

"Some fake , of course. Some church

Hy this time ho had opened the little
