CIIICAOO , 111. , March Hi. [ Special Tele gram to THE DEI : . ] A strong appeal has been sent Into the western roads by the Western 'traveling Man's association asking for the introduction of a 5,000-mllo ticket ox- chnngable on all Iho roads at the Hat rate of $100 , and also for a 1-cont Saturday night rate good lor return till Mon day noon so as to allow the travel ing men to spend Sunday with their families. In support of their application the traveling men say their association is 850 mon strong and there is every indication that It will soon have amembership of 1,500. They undertake to expel any member abusing thu privileges nnd to make the llrms they repre sent parties to the agreement neamst the abuse of the privileges granted. Having the association and the roads co-operating in this matter would greatly reduce the abuses now prevalent , The matter was once shelved by tbo western roads , but its consideration maybe bo reopened nt the next meeting of the West ern Passenger association. fn their compilation of summer tourist rates , the rate clerks of the western roads have struck a snag which has brought them to a full stop in their work. The Omaha road wanted a til ) rate from Omaha to St. Louis , but the Sioux City & Pacific wants to make it $17.35 from Council Bluffs to St. Paul , but could not maintain it consistently with a $19 rate from Cruaha. That road wants an ยง 18.53 rate from Omahn , a $23.75 rate from St. Joseph and a $24 rate to Kansas City , AtchUou and Leuv- enworth. Other differences of more or loss importance have presented themselves , which Iho rate clerks cannot harmonize , and a special meeting of the Western Passenger association has bcon called for 2 o'clock next Monday afternoon to help them out of their difficulties. A pwsonger rate war between St. Louis and Chicago is brewlnc. One of the lines interested made application to Chairman Fin- ley today for authority to inako a rate of $1 from St. Louis to Chicago on the ground that tbo Chicago & Alton has been cutting the rate to tnat llguro. Tno chairman has called a special meeting of the Western Passenger association for to- morow to hear the evidence and tnko aclioa on the application. The com plaining road , It is understood , is tbo Jack sonville & Southern , which forms a part of the Atchison's St. Louis line nnd the agents to it claim to have purchased the iho.uricnl tickets of the Alton's Issue at$4 , a reduction of 2 below the regular rate. Officials of the Alton deny the churga nnd threaten to retaliate if its competitors adopt any such measure that Is proposed , by cutting rates between Chicago and St. Louis and Kuusas City and St , Louis. Some such ultimatum will bo sent tomorrow by the Alton management. If this is not regarded as a "blurt" It will prob ably frighten some of the roads into oppos ing the Jacksonville Southcastcrn's applica tion. The Alton's threat , If catried out , would bo a serious blow to the Missouri Pacific , the Wabash and the Burlington be tween St. Louis nnd Kansas City and to aU the southwestern Missouri Hues. The commissioners of the Western Traffic association are again wrestling with the question of equality. Some tlmo ago the liurllncton and Uock Island roads applied to them for a reduction of tbo rate on ere from Denver to Omaha from S3 to ti per Ion bc- cause the Union Pacific is practically making thnt rate by moans of smelting In transit privileges on through shipments from Idaho. It Is not otton that a "lady in bluuk" j.xcitos inoro than p.iHsin > ; uttoiitioii 'roin tboso who moot her dally. The emblem of widowhood hns become so ordinary as a matter of fact nowadays Ihrt there Is nothing loft for the ob server except to follow the fumwed lines where it is supposed "Iho tears have coursed unseen. " LJut thcro are two "alleped" widows in town whoso pretence and mission licro are the outcome of the cultured brain of a theatrical manager. They are young and handsome and of the kind Lhat would draw sympathy oven from a modern bachelor. Dressed in the black- oat of heavy black crepe , with veils jtreaininp to their feet , they wont from liouso to house yesterday afternoon. Their appearances attracted the attention of several people pass ing oitheir way and in a short time n throng of curiosity 5coUcrs had gathered around the "widows" as they loft each house. They ; lld not look like nuns , or slaters of char ity , consequently the crowd were at'a loss to understand whom the remarkable pair wore. Out they came and in they went. The crowd grew larger , until at length ono of those "public bencfactots' ' known as a police olllccr thought ho would investigate for himself the mys terious depths of the mysterious pair's individuality. A feeling of awe seemed to come over him for a moment , and the heavy beating of his brostBt snoinod to tell him and those who saw it tl at ho had a duty to perform in the interest of the commonwealth. Ho suddenly be came imbued with an idea strange , wasn't it ; * an idea that the modest ap pearing "ladiesin black" were impostors and passing themselves pit as members of some religious institution. The great and level-headed ollicer thought again , mil finally made up his mind that lie liad surmised aright. lie told a few of the onlookers what ho thought , and of course they agreed with him. How fool ish of them not to have guessed. "Great man , that oflicer ; will bo in congress bomoday. " Out the widows came again and into the next house. Now was the olllcor's chance. Ho darted up the htens and pulled the doorbell of the liouso from which the mourners had just made their exit. exit."I "I must see your mistress at once , " lie said to the gentle maiden who opened the door. "Mamma isn't at home , sir , " an swered the swcot faced daughter of Venus , as she started with fright at the glittering shield that dangled on his breast , which periodically throbbed and swelled with otlicial dignity. "Did you see these ladies who just loft hero ? " queried the great man of point ) and regality. "Yes , sir , " replied the maiden. "What did they want ? " he bellowed in barbaric resonant. "Why. they merely loft this for mamma , " replied the silvery toned grad uate of sweet 17. "I thought so , I thought sol" ho cried as ho snatched a neatly folded circular from the young lady's hand. "Some fake , of course. Some church impostors working the same old racket on a huge scale. " Hy this time ho had opened the little folder. lie scanned the front page with horrible expectancy , thinking to find an engraving of a church or other re ligious cdilico. But ho didn't.
