By the terms of the treaty which
brought the Crimean war to n conclusion
llussia was forbidden to attempt the refortification -
fortification of Sobaatopol , nud na n consequence -
sequence of this the city long remained
the inarm of crumbling ruins to which it
was reduced by the onomy'a shot nnd
nhcll. Upon the outbreak , however , of
the Franco-Gorman war , llussia saw her
opportunity to rolognto to n duoty nnd
unvlsitod shelf the parchment by which
she was bound , nnd from thnt dny n
change came over the econo. At first
alow , the rate of progress soon became
rapid. The old ruins vanished , the bat
tered tenements were pulled down , and
the crumbling walks repaired. The rail
way that runs from Poakop was extend
ed to Sobadtopol. The rising city was
thus put in direct communication with nil
the Ruaalaa , and n now era in its history
was inaugurated.
Thus resurrected from the dead , it haa
cprung rapidly into a position of greatest
promise , and every day ndds to its
growth. Nor is the future likely to bo-
tie the promise given. Ita harbor Is one
of the fincat in the world , and , unlike
the majority of the Baltic or Black sea
l > orts , iia waters do not freeze in winter.
This gives it at once n great advantage
ever Odessa , which is the great port of
: ha present. For a week or two , moro
or loss , each winter the harbor of the
latter la closed. The chock to trade is in
consequence considerable , and there is
thus every probability that with the lapse
of time Sebastopol will now oust Odessa
nnd develop into the great cantor of the
flusalan export trndo. As n commercial
port its prospects nro brilliant , but it ia
further qulto within the rnngo of possi
bility thnt it will bo selected as n govern
ment naval arsenal. The extent and the
natural advantages of its harbor
hnvo decided the government to en
ter npon experiments in thin direction.
There are at present two iron clnds in
process of construction there nnd it is
reported that if these provo a success
> thors will bo given In hand. Stationed
n the harbor there are two of Admiral
? opoira monitors or gunboatd and a small
rigato of nix guns. The dry docks , which
rroro destroyed during the solgo , are
> oing restored , whilst the repairs to the

completed. No attempt has boon made
as yet to reconstruct the old fortifications
of the city. What measures the Russian
