aider that all the improvements introduc
ed in the telephone are not improvements
of a permanent nature , nimnly additions

expediency. This now growth has been
enormous , and the-system is u very compli
cated ono. My aim ia to try to simplify
its workings. The introduction of the
underground wire Byatom necessitates the
modification of the system as it now ex
ists. That is thu problem I am engaged

Harvard college , had not had tint idea of
a galvanometer instead of a telephone ,
and of charging the water with a dynamo
electric machine in a similar way , the
idea of applying the telephone for that
purpose might not have occurred to mo ,
Thu professor thought that in this way
vesaelH miuht discover their proximity to
each other during a fog. Nearly all
steam vessels have dynamo-electric ma
chines to produce the electric light. This
machine could bo uaed to charge the wa
ter when the steamer runs into a fog.

amply supplied with funds for the pur

the site of the arsenal has a pad

To make it available it was
found necessary to raise the whole live

i)50 ) cubic foot of earth wcro deposited
over an area of aamo forty acres , The
work on the arsenal proper commenced
in October , 1807 , and was prosecuted

prised a workshop in which models were
made , several steam-saws , n machine-
shop , a foundry , n forgo with thiity-ono
fires , a boiler and coppcr-waru manufac
tory , a brick kiln , a lathe-shop , a great
forgo with two furnaces , a steam-ham
mcr of two tons' weight , and an iron roll
ing machine capable of rolling plates an
inch thick , all in active and successful
operation. Besides , there were four
slips for shipbuilding , residences for the
dirtctor and teachers , warehouses ,
buildings for foreign and Chi
nese laborers , etc. In addition
to 120 Chincao sailors in the service , and
500 soldiers occasionally detailed from
the camp near by , no less than 1,500 native -
tivo carpenters , smiths and coolies were
employed on the promises. The total ex
penditure of the works amounted to

of jute in thu southern Mate's , The con
otia which harei been reached , rather ,

been made , are thus summed up. The
soil and climate in the gulf states from
Mexico ti North Carolina , are rich in
their perfect adaptation to jute culture.
Texas alone lias a largf available area
for its production than the present entire
jute area of India , The plant can bo
raised as easily aa Indian corn. It is
four times moro productive than cotton ,
and tikes only one-tenth a * much labor
to raise it. The preparation of the plant
for manufacture the separation of the
fibre from the woody parts can bo as
cheaply accomplished by Amoricon ma
chinery and chemicals , as by the cheap
hand labor of India. And in proportion
as the product is increased , the manufac
tories will also increase ; the manufactur
ers of Dundee , Scotland , whoso jute mills
in 1 78 employed 30,000 hands , stand
ready to remove to the United .States the
moment they are convinced of the suc
cess of the now industry. All these facts
and others as important , Prof. Water-
houao has elaborated on paper which , on
different occasions , ho has been asked to
prepare for the government agricultural
department.
Ilia general conclusion is embodied in
words as follows : "No vigor of language
can too earnestly oxpreea my conviction
that a great industry , productive of vast
opulence , now awaits the hand of south
ern enterprise. The lapse of time has
strengthened my belief that the southern
states can by organized effort , produce anew
now vegetable fibre which , ranking next
to cotton in value , will not only enrich
themselves , but also increase the textile
renources of the world. "
If southern enterprise in this now di
rection is developed , the spur to its de
velopment , as has been the caeo in mini-
11 or less instances heretofore must be
Northern capital. The north also lias
this additional special and selfish interest
Increased production of jute will increase
jute manufactories ; and such manufac
turing cities as are most allvo will share
with live southern citlea in the now in-
croasu of factories. And north and south
have the general interest in this "now

otic desire to see greater diversity of
products and employments.
It ia a fact of history , and axiomatic ,
that "tho prosperity ot nation has always
declined in proportion to the limitation
of their employments. "
