A railway seven miles long la worked by electricity at Pout Rush in Ireland. A water-fall in the neighborhood is utilised to work the dynamo machine , and the current ia transmitted over n telegraph wire from the fall. ! to thu railway. I ntn do- sirouo of improving the Central ofllco management. Tlio business has grown BO fast ns to urcato n real dilliculty in handling it. It is a curious thing to con- aider that all the improvements introduc ed in the telephone are not improvements of a permanent nature , nimnly additions to the eynteniB introduced us a matter of expediency. This now growth has been enormous , and the-system is u very compli cated ono. My aim ia to try to simplify its workings. The introduction of the underground wire Byatom necessitates the modification of the system as it now ex ists. That is thu problem I am engaged on at piesont. " "Ia there any limit to the distance at which a measago may bo communicated by telephone/ / " "Distance ie a minor consideration. If there were but ono wire on the surface of the earth a man might talk all the way around the globo. The multitude of dis turbing influences telephone wires , at- moHphoric disturbances , nnd magnetic in- llticncea overcome the telephonic ac tion. I have- already overcome ns much icatstenco aa would bo necessary to send a mcaango around the world. I hnvo talked through the bodies of thirty per- nous standing with their hands joined. The arrangements were the name in the other boat except that inntead of a telephone it contained an uloctrte battery , with au apparatus for interrupting the current ; very rapidly , as often aa ICO times in a second. Every timu tlio battery was connected with the water the latter be came charged , and when the circuit waa interrupted cimscd to bo so , and a musi cal note was produced iu > the telephone of the diotant boat. If Prof. Trowbridpo , of Harvard college , had not had tint idea of a galvanometer instead of a telephone , and of charging the water with a dynamo electric machine in a similar way , the idea of applying the telephone for that purpose might not have occurred to mo , Thu professor thought that in this way vesaelH miuht discover their proximity to each other during a fog. Nearly all steam vessels have dynamo-electric ma chines to produce the electric light. Ulio ArHcnul nt KI iiK-Niui , An extensive arsenal has been created at Kiogn-Nan , near Shanghai , whcro some of the ablest practical engineers of Europe , and America can produce have for years boon engaged in introducing machinery and imparting instruction. In 1800 pursuant to a contract between Mr , P. Oiqucl and Viceroy Tso of Fuhkoon Province , the former was made solo di rector of the projected Foo-Chow arsenal and almost immediately loft for England to engage teachers for the schools , work men fur the shops and founderics , and to purchase engines , machinery , etc. , being amply supplied with funds for the pur poses named. The ground Delected lor the site of the arsenal has a pad dy field near Pagoda Anchorage. To make it available it was found necessary to raise the whole live feet by filling m with dirt , and l.'t,718- i)50 ) cubic foot of earth wcro deposited over an area of aamo forty acres , The work on the arsenal proper commenced in October , 1807 , and was prosecuted with great vigor. In 18" ! ) the foreign employes numbered fifty-seven in all , including ono'direetor , ono civil engineer ono surgeon , live profcssore , two secre taries , two accountants , two draughts men , thirteen foremen , and twenty-eight artisans , a largo majority baing French men. Tlio schools of engineering and of theoretical and practical navigation vrpro taught iu English , while the designing school , the school of naval construction r. chronometer echool , with the department for apprentices in the various shops , were taught by six French professors and their assistants. The preparation of the ground waa an immense work , and the erection of tem porary buildings involved much expense and labor , and the results achieved in BO brief a time showed wonderful enterprise on the part of Mr. Uiqucl and the chief mandarins in charge. In the year above mentioned the temporary arsenal com prised a workshop in which models were made , several steam-saws , n machine- shop , a foundry , n forgo with thiity-ono fires , a boiler and coppcr-waru manufac tory , a brick kiln , a lathe-shop , a great forgo with two furnaces , a steam-ham mcr of two tons' weight , and an iron roll ing machine capable of rolling plates an inch thick , all in active and successful operation. Besides , there were four slips for shipbuilding , residences for the dirtctor and teachers , warehouses , buildings for foreign and Chi nese laborers , etc. In addition to 120 Chincao sailors in the service , and 500 soldiers occasionally detailed from the camp near by , no less than 1,500 native - tivo carpenters , smiths and coolies were employed on the promises. The total ex penditure of the works amounted to 50,000 taola , or nbout § 70,000 per month. The first transport waa launched the 10th ot Juno and in six months a gunboat fol lowed. Since the completion of the per manent buildings , unless the expect aliens lions of the director have been disap pointed , the government work a nt Fee Chow have been able to furnish each year three engines and aa many ships. There is a third and somewhat smaller arsenul at Tiont-sin. A Now Industry. From the Milwaukee Wljeonsin. The men are rarely found who with no hope of reward direct or contingoitt , con sent to give time aud effort and money in furtherance of any purely public good. Hut some men are sometimes met and ono of them recently viaited Milwaukee. The object of his visit was to interest business men and capitalist in the sub ject of jute cultivation and munufacturo aa purely American industries. 'lho jute plant , aa is known to thosa who know anything about it , ranka next to cotton among vogutable fibers , iu ita commercial importance and value. In the manufacture of fabrics it is mixed with cotton and linen and silk , and 'ii a material part cf twilled stair-carpotings and low-priced broadcloth. Uy itself , or mixed with other aubitanccs , it enters into almost numburle&3 articles of com merce * , and there M hardly a reader of the W'isi'OHitin who might not , if an export , detect thu presence of jute in some one of the garments which ho or she woare. is far back aa 1870 , I'JjOOO.OOO pounds of jute were imported into the United States and manufactured at a profit cf § 2,000,000 , And in 1882 , in the baling of the American cotton crop alone , 100- 000,000 pounds of jute v > er used. Thus as nn article of manufacture , American business enterprise has already given to thu jute plant a tangible rec ognition. He. discovers J that h lia , thu present solo source of the woild's supply of jute , was getting $100,00&,0'U ' per year tor tais ! single product. He- discovered that such vast incoiao anil profit were yielded iu spite of the fact that Indian mcthodo of cultivation and preparation i > t market were the crudi'ai possible. He discovered that the plant was hardy : that a hiiluro of the o rup on account of unTopitiuua ] weatuer condi tions was practically unknown ; and that the growing jute , by renion of Us aurui juce , Una proteeol ; ; iibiolutuly from at tack or injury by insect ueMa. He noted 1'mally that a warm , humid cli- nutp vras bct adapted to the succoeeful cultivation of jute then hu catnu luck tu America. During the twelve years which hai o since elapsed , ho , and othera inspired by Ins strong conuction , have conuucud lystomatio experiments in the cultmitun of jute in thu southern Mate's , The con otia which harei been reached , rather , absolute deuioiiBtnUioua that havu been made , are thus summed up. The soil and climate in the gulf states from Mexico ti North Carolina , are rich in their perfect adaptation to jute culture. Texas alone lias a largf available area for its production than the present entire jute area of India , The plant can bo raised as easily aa Indian corn. It is four times moro productive than cotton , and tikes only one-tenth a * much labor to raise it. The preparation of the plant for manufacture the separation of the fibre from the woody parts can bo as cheaply accomplished by Amoricon ma chinery and chemicals , as by the cheap hand labor of India. And in proportion as the product is increased , the manufac tories will also increase ; the manufactur ers of Dundee , Scotland , whoso jute mills in 1 78 employed 30,000 hands , stand ready to remove to the United .States the moment they are convinced of the suc cess of the now industry. All these facts and others as important , Prof. Water- houao has elaborated on paper which , on different occasions , ho has been asked to prepare for the government agricultural department. Ilia general conclusion is embodied in words as follows : "No vigor of language can too earnestly oxpreea my conviction that a great industry , productive of vast opulence , now awaits the hand of south ern enterprise. The lapse of time has strengthened my belief that the southern states can by organized effort , produce anew now vegetable fibre which , ranking next to cotton in value , will not only enrich themselves , but also increase the textile renources of the world. " If southern enterprise in this now di rection is developed , the spur to its de velopment , as has been the caeo in mini- 11 or less instances heretofore must be Northern capital. The north also lias this additional special and selfish interest Increased production of jute will increase jute manufactories ; and such manufac turing cities as are most allvo will share with live southern citlea in the now in- croasu of factories. And north and south have the general interest in this "now departure" which proceeds from a patri otic desire to see greater diversity of products and employments. It ia a fact of history , and axiomatic , that "tho prosperity ot nation has always declined in proportion to the limitation of their employments.
