Operator McMahon , who slept in the building , was awakened by the fire at 3 o'clock a. m. , and barely escaped with his life. Chase , Mayor : DBAII Sin In conformity with request I herewith submit to you tabulorizod details tails of the work of my department for the year ending March 1 , 1384 : As will bo aeon , it aggregates nearly half a million dollars , being almost two and a half timoa that of the previous year , and exceeding in extent and coat of the work of any ( ivo years preceding put together. The work in charge of the engineer department in 1882 aggregates in cost 8200,337.70. At the conclusion of that year paving had juat begun , and but tire blocks of paving were completed , flioro are now thirty-two blocks , embracing , in clusive of interjections and nlloya , 7 ! > , - 0009-10 square yards , apportioned as follows , intorsoctiona payable out of pro ceeds of city bonds : 270 , 42 2-10 square yards. 403,87 0-10 square yards , taxable to dis tricts. , , 0,1701-10 square yards , In alloys. 79.CCO 9-10 square yards , total. The aagrogato cost of paving done to date is 9268,048.40. The asphalt paving has developed do- footivo epol * along the line of Douglas , Sixteenth and , Fifteenth Btroets. These defects will hate to bo made good bynow material this epriutj at the expense of the contractor. The defects are duo in my opinion mainly to hurritd and careless mixing during the cold weather lant December - comber and to the congealing of ma terial before being properly rolled. The experience of last fall shows the necessity of rigid adhoroncojLo specifica tions in all details in the future , particu larly the stopping of all such work > hon the temperature is below CO dogteos Popular clamor for the completion of the work on the streets mentioned , Ind to a deviation from ( specifications in this par ticular with the results nbovo stated. The contracts for all paving boim ? made early this year there can bo no excuse for pro longing work later than November. Every street whether paved with asphalt , stone or other material , should bo thor oughly rolled before the pavement base is laid and Bunder no circumstances should the plea of delay and necessity of early completion bo allowed to bar out this preliminary liminary work. SEWEUAflE. Wo have altogether at this time 10 20.100 miles of sewers built in this city ; of this , 13,723 foot was conat. ucted last year at a cost of § 08,493.28. This in eludes the expenditures for man-holes on the Waring lines and repairs on North Omaha sower. As the apportionment of funds for each branch of sewers was defi nitely fixed in the preposition submitted to the people , the shortage of § 2,000.00 or thereabouts on the Ohiugo and Six teenth streets sewer arising out ol extra payment for right oi way privileges through the Union Pacific yards , and of about § 150.0(7 ( In the Seventeenth utroot line , will neces sarily have to bo paid out of the general or judgment funds , the balanceIn the other newer funds not being available for that purposes. There has boon consider able trouble experienced in the spring and late in the fall of 1883 in some of the lateral sewers constructed on what is known as the Waring or separate system. These were duo mainly to a want of proper inspection , to the absence of man holes to render ready access to Bowers and possibly to an excess of hydraulic elevators closely together on the two lines affected , those being , as is shown on the "tabularizod list of connections , " ton elevators upon ono line and eleven on another , all within a few blocks. The storm-water aowor upon the line of Far- nam street , now under contract , will relive - live both these lines of this excessive elevator waste The extraordinary capacity ot these small pipe sewers is boat shown by the fact that at the present time over 1,050.- 000 gallons of eoffngo are discharged daily through them , and about three fourths of this comes from four lines o six-inch pipe ; and while it is a fact tha' ' when these sewers v/oro first laid there was not a single hydraulic elevator or motor in the city , _ and that these sewers were solely designed for sewage waste , yet they have met a demand far greater than was expected of them. This s best shown by reference to the * ' pub ished report of City Engineer Morn- ivothor , of Memphis , in The Sanitary Engineer , of the 20th of this month The total daily discharge from thirty-five miles of Waring sewers in that city , with over 5,000 connections in use by eve 30,000 people is about 2,000,000 gallons In the city of Omnha with eight miles o pipe sewers and less than COO connection and used at present by less than 3,00 people , the discharge is over l.OCO.OO gallons daily. In other words , in Memphis phis the daily iluid discharge is lea than eovento gallons per hoa ( and in Omaha nearly 350 , showing conclusively clusivoly the extent and service per formed in excess of simply sewerage dis charge. I allude to this at length because it has boon sought to attach blame upoi myself for not using larger pipes and it putting in manholes at the start , when ( a'fact I was simply engineer in charge of construction , Ool. Waring having boon employed as consulting engineer , and ho not I determined upon the size of these pipes , I differed at the very outset witl him as to the advisability of using man holes and some other details , and the very changes I sought to make , namely the putting in of manholes , and final ! ; by the concurrence of yourself and thi council did make , were also found neces sary and carried out at Memphis after its sewerage was ooraplijtnd The other chanjo''from } the orlgina plans of Ool. Worinsj-wero mainly the location of a separate outfall at the fee of Farnam street , whereby a saving o 815,000 was effected in tending and construction of laterals and ati im provoraent in the grade of the main lim on the river bottom secured , besides mak ing it possible to complete a part of the main and four lateral sewer lines tlu very year , This chance , though made upon rav own respon ibility , wus submit ted to and afterwards endorsed by Ool Waring himself. Public opinion is so easily milled by superficial appearances and when formed is so dilllcuU of change that I fool impelled to call atto.ition to few of the many deceptive representations that have been tniuo upon which crron cons opinions are formed. I feel impelled to call attention to i few of the many deceptive roprescnta tions that have been made , upon whicl croneous opinions are founded. I wil cite an insUnco of a few months ago. . ' was summoned to the hardware store o' Mr. W. J. Brontch , vrhoao , collar wai flooded by the bursting of the cylinder head of his hydraulic olovator. Bofpro the water wns cut off from the building about 150.000 gallons had been dis charged into the basement. Thr aowor was opened but the watp did not run out so fast as it had como in and furthermore , the building of Messrs Steel it Johnson , which had boon floodec by leakage through the pnrtitition walla instead of finding relief from the sewer connection when it was opened also for a time suffered from an increase. Thcso two facts were pointcdout _ to mo aa ovi- ilnnccs of the incapacity of the sower. Upon examining the cylinder head and computing the rate of flow of water ink the cellar from the pressure I pointed out that the water musl liavo como into the collar at the rate of 4,1)00 ) gallons per minute. This was verified by Mr. Broatch who said it was * ] 5 minutes coming buforo being cut off ; a sewer to have been able to discharge at , ) mt rate with the grade of ono newer ijpo would have had to bo over 3 foot in diameter. The fact that the water purtcd into Stool & Johnson's collar when their sewer connection was opened was simply an every day illustration that water coining from a reservoir through a > ipo will rise to the level of the reservoir. The water in Broatch'a basement with to surface 8 to 10 foot above Steel & 'ohnson'a connection would sewer na- urally spurt up towards its level , acting exactly as a water works reservoir only upon a smaller scale. The street commissioner , upon the nim- lar theory that water temporarily rose in manhole located near an elevator con nection , declares the sewer to lack capaci- y. The fact is that water coming down vertical pipe at a great velocity and dis- harging into a horizontal ono will ncccs- arily cause a rise all along the line for a imitcd distance and continuo until the ischargois exhausted. Thus assuming ho discharge of an elevator at ach down stroke to bo 80 gallons , hero being about li gallons to each foot of six inch pipe , and the sewer running mlf full , it would take 107 foot of sewer , o absorb each down stroke of the elevator vator , and hence any manhole within that distance of the elevator connection will ihow the fluctuation of each olovator. If , wwover , { his fact were a test of the dis- ihaiging capacity of a sewer , then assum ing the elevator to rioo every five min- jtes for twelve hours , or 144 times , its total discharge would bo 11,520 gallons daily , yet is a fact that the two lines of sewers pronounced to lack capacity on account of these fluctuations , each average - ago 150,000 gallons daily dischargu at this : imo. Of course the larger the sewer , ho loss apparent will bo iho elevator dis charges , and if I were to design a system of sewers to bo used for largo water moor - ; or and hydraulic elevators in addition to sewage waste , the dimensions would bo determined upon a different basis from : hat of the Warring system designed solely for house and sewage waste. OUADINO. There has boon moro grading dpuo and over a moro extended surface in 1883 , han in any year in the history of the city. As will bo soon by the appended tables , 307,704 cubic yards of earth have boon excavated and put into embankment at a total cost of § 81,101.84. Ono half of this has boon paid for by rpncial taxation , and tha ether half ho * icon paid out of general public funds. Two street contracts , owing to errors nado by an incompetent assistant , who las since boon dismissed , were loft un- inishod last winter , but will doubtless )0 completed early this season. The question of grades has been and continues to bo the source of much an- loyanco. The determination of grade ) luns , as well as the change grade , is & natter of ton more of special legislation ihan of engineering Scarcely a grade > lau has boon adopted as orginally roc- immondod by the engineer. Local and special interests have influenced and secured changes of .grades in the past ten years , -which now are charged to the ' .engineer. 'Nearly every change of ( grade has been outlined by the petition of residents or property holder ? in their special interests and all the engineer had to do was to carry out the injunctions of the council by draw ing plans and ordinances corresponding with the grade outlined in such petitions. Such has boon the ca.so in the past with Farnain and other streets in the city. In spmo respects I admit it is often judicious to change grades that were once properly established. A plan contemplating a heavy cut or fill of 20 or 30 feet , to overcome a hill or hol low on the west end of our business streets fifteen years ago at a cost of § 20- 000 or § 30,000 when the travel on such streets and the growth of the city did not warrant going beyond the first hills , would have boon regarded as follaciout and ruiuouu. To-day , on the other hand , the largo developments west of the hills , and increased trade makes the interest upon investment , for such work , small compared to the saving in haulage , time and general convenience of the public. The population which has developed west and south of the hills since most of the hill grades were established , is now greater than the en tire population of the city at that timo. SIDEWALKS AND imiDQES. There has boon altogether 0,470 8-10 feet oi sidewalks built by the city con tractors in the year ending March 1st , 1881. The extant covered by private parties will cover fully five times that amount , making about ton miles of walks constructed in the city , ranging in width from four to twenty foot. But ono bridge was built , that being on Eighth street near the water works en gine house. It has a span of 30 feet and cost only § 230. I can .horoforo appreciate the labors of the mayor as chief executive of the city , which in the pupcrvision of accounts , ixamination of ordinances and transac- ions of all departments have increased o the extent that few can realize. For 'our ' co-operation and that of the city council in the past year , I herewith ox- > rcss my sincere obligations. ANDUEW ROSEWATEU , City Engineer. Accompanying the above report was a omploto tabularized statement , giving lames of contractors , details of work , etc. t is , however , too voluminous for publi cation. Humor Much of the distress and sickness at tributed to dyspepsia , chronic diarrhoea nnd other causes is occasioned by humor in the stomach.
