The time of lifo is short ; to spend it painfully is to bo without St , Jacobs Oil. Tlio AVInil - short tiuio ago The Nonpatiol - trying to thump an Omaha enterprise , spent much space in attempting to frame an argument that Council Dlulla was nc place for slaughtering beef , and in fad thai there waa no good place neat of tlu i , and that therefore the talked of untorpriBO in Omaha would prove r failure , and urged all capitalists to a\oic investing any money in such wild chomos. TUK HKK ahowod up the fal laoy of Uio argument and the malicioui motive prompting it , while leading citi -ens of ( Council Dlull's expressed great indignation at the way The Nonparoi 8pugh " ' 'to ' score capital away from thii city. * ' The Nonpariol lias ovidontlj . yioun how foolish ( t has boon , am now tries to hedge in fact , flops clear nround , and yesterday morning , in speak ing of the stock yards , says : "There" has been serious talk and the matter haa boon duly considered regard ing the establishment of beef nnd pork packing honies in connection with the yards. This would no doubt bo n paying investment in itself , and would bo the moans of drawing stock to this point that otherwise would not como here , besides creating a market here that would bo a help to the stock men and nbcnoflt to the city. " On December 15 , loss than three weeks ago , The Nonpareil declared that it wns impracticable to dress beef in Coun cil Bluflft , mid used ever n col umn in presenting figures to show thnt it was n "preposterous proposition , " and that there was "no more reason or practical sense in the Bchomo than in the school-boy's first drawing of William Toll in the act of shooting the apple elf his son's head with n sling or n mountain howitzer , instead of the proverbial bow and arrow. " It pronounced the proposi tion "absurd , " "vnporish , " nnd "unrelia ble. " Now , by ono of these frcnky shifts of the wind which characterizes The Non pareil , it pronounces such n scheme "n paying ono nnd a benefit to the city. " Oamrrli. It is n curious fnct that of all Chinese cities , Canton , though it is within eight hours of Hong Kong , nnd has , of nil the places in the empire , the longest known Europeans , has undergone loss change than any other great centre of population in China. It remains precisely as it was hundreds of years ntro , nnd when once the wall is passed the traveller might , for all ho can BOO , bo nt least a thousand miles from any western influence. The mandarin's procession , prccecded with tremendous gongs boating , passes through the streets just as } t did centuries past , the criminals nro led down to the place of execution , or nro beaten with bam boos and cangucd just ns they always have been. There nro similar shops , pagodas , people to these thnt have always boon soon there. Canton and its inhabi tants undergo no change. And there is this 'to bo remarked in passing , that though since tlio eighth century havoboon acquainted with foreigners , they like thorn no better than they did then , nnd nro ns ready to bo hostile nnd nggrcssivo toward thorn ns they over were. The reasons for this may be various , but ono of thorn undoubtedly is that Canton is n great seat of learning , nnd the literati of China have always been the most determined opponents of foreigners. It is nt Canton , indeed , where the great est examining university of China is to bo found. A Chinese lad in the south of the empire , determining to bo distinguish ed , haa only to go to Canton to gain n reward , if ho deserves it. Entering n great hall called thoHoktoiwhoro tables are provided for more than 3,000 , candi dates , ho cansit do.vrn and take his chance fur the first degree , nnd supposing that ho passes , is then qualified for n greater examination. This takes place in n huge building , nr rather sorics of buildings , capable of accommodating upward of 10,000 studonta. On the day appointed the youths who desire to pass enter n great gate and find themselves in u \sst yard wherein are 113,000 small cells. These run in rows , nnd nro numbered ; they are each nbout nine feet high , ilvo and n half foot long , nnd three foot eight inches wide. Kich candidate takes n cell , nnd at daylight receives a paper with which he must deal without leaving the place , Throe thousand policemen and non-ants are near nt hand to see thnt ho does not play any tricks , and his head would probably bo the pen alty if he attempted to do so. Next morning ho hands in his paper and de parts for n day's rest , returning twenty- four hours afterward for more work , and so on for three successive trials. At the close of the examination the papers , which are all numbered , are carefully gone through , and the best KtO are selected , the writers being at once nomi nated for distinguished civil service. They must , however , go up to Pokiu later on for further examination , with a view to very high promotion , Now , it is u iuot that with this plan of separate cells no favoritism is possible. The poorest may win , and I know of a case in which the sou of a Chinvso clerk in u European's ollico at Canton came out second in the trial and was at once forwarded to the capital , there to become - como a mandarin of distinction. It should bo fair ; for the candidates enter nt "Tlio Gate of Perfect Equity , " hand in their essays at "Tho Hall of Perfect lUjctitudo , " see them sealed up in "Tho Hall of Restraint , " nnd know that they are examined in "Tho Hall of Auspicious Stars.
