aggressive policies , the defenders of the ,

lation have all been taken and pro
ocribod by the republican party , and ,
outside of it wo have had objection
and cavil and quibble at.d
slander , nnd manner of dishonorable
and moan critics following aa camp
followers after n great procession that
has gene ahead. But I challenge any
gentleman to show that in the whole
of twenty-one yoara the democratic
party and its various side issues , like
greenback and labor and other organ
izations , has ever proposed a measure
that was able to bo materialized ir. the
form of a bill or resolve of the con
gress of the United States for the
amelioration of any human woo , or
for the advancement of any public

The commission then discussed tli
subject of expending part of the innnoy
allotted to the lovio building ubovo
the mouth of the lied river in levee
building below that point. A rcsolu
tion to that effect t.an lost. The
secretary of war has daclarod that bid
for lovtu building obtained by the
Mississippi state authorities cannot bo
used by the United States govornmon
and that separata bids must bo adver
tised for in accordance with the provi
Btotis laid down for other harbor am
river improvement works. This will
causu n delay of from 10 to 1C days

ored. The resolution which was votoc
down oirlior in the day provided tha
$100,000 from the rctorvo contingent
fund of 9 03,000 should be allotted
to levee building below the mouth o
the Red rivor. The following resolu

A Boatman Roecuod by the Indians
After a Perilous Trip.

Two men , ono named Murray and
the ether Louis , left Uniatilla in
a boat Tuesday to descend the Colum
bia. Murray was well used to the
handling of a boat but could not ntvim ,
whoroaa hio unfortuuato companion
was a powerful swimmer , but totally
unaccustomed to .rowing. It appears
they wore quite unaware of thn dan
gerous nature of the rapids , and it was
not until they wore in the full power
of the stream that they became cogni
zant of the danger of their position.
Both men made strenuous efforts to
steer tha boat safely over the stream ,
but wore quite unable to control her
against BO powerful a rush of water.
Suddenly a hugo foatntng billow struck
their frail craft nnd capsized her.
Louis immediately struck out tor the
shore , but was sucked under by the
current and disappeared novtr to rise
again , whereas Murray trusted only to
the boat , to which lu dune with that
energy which only n drowning man in
his mortal agony is able to put forth.
Again and again was ho thrown from
1 is hold , and repeatedly did ho sink ,
but always coming to the surface and
regaining his hold. At last ho man
aged to got on the bottom of the boat ,
which being flat ho waa enabled to
stand uptight on it and jumped to a
largo rock close by , where lie lay pa't-
ing arid exhausted for a considerable
time.

Aa soon as his strength admitted ho
rose to his foot , and with all the power
of his lungs he hailed the shore , and
was hoard by aomo Indians camped on
the Washington side , Ho says ho can
not understand how his voice waa
heard above the thundering of the
torrents. They came at oncu to his
assistance , swimming the stream and
mounting the rocks. Oao young In-
diau throw him a rope , which ho
passed around hia body , and by dint
of great exertion * on the part of other
Indians was safely landed. They at
once explored the rocks and shore in
search of hia companion , but without
any success , The boat was caught
and brought to the bank , but was
much smashed. Though Murray
saved hia life ho lost his clothes ,
blankets and about $400 in greenbacks ,
which were with hia clothes. Ho waa
on hia way to visit hia mother , who
lives at LOB Angeles , Oal. , whom ho
had not soon for several years. The
name and relatives of the unfortunate
man Louis are not known , but it is be
lieved ho waa of Gorman parentage.
