THE DAILY BEE WEDNESDAY , ATVCTST 30 1882 THE G&MPAIOH IN MAIfiE , The Oonoluding Portion of I Blnino's Speech at Portland , Tuesday Kight , ISIr. Blaine eulogized the republi can party aa follows ; This country to-night , from ocean to ocean , from lake to gulf , presents n degree of prosperity - pority , wide spread , moro general , moro firmly based and founded thai over before in its history. Now , I d < not say that legislation has brough nbout nil that , but legislation hat Aided it and it certainly has not hin dcrcd it. If you wait for law to grow crops or to spin cotton or to forgo iron nnd steel you will wait for along time but if you fool that law ia behind you nnd above you and around you , pro tccting nnd encouraging you , you raise crops and spin cotton and forgo nice with a good deal moro assurance of good prices and fair market and al that law could do and all that n wise administration of law has boon able to ell'ect , can bo clnimod by the rcpub lican party without title of division o ! the honor with any other party of the country. [ Loud applause ] . For 21 yearn past last March , the destiny of the United States of Ameri ca in BO far ns that destiny can bo controlled by political party has "been in keeping of the rcpub lican party of tha United States , and if there bo n greater chapter of history written in the annals of human mind I would like for Governor IMaistod or any other gentleman supporting him bo kind enough to point it out. II there bo any chapter in history of hu < i man progress which has bcenao rapid to tN which human rights have been guaranteed toed so firmly nnd enlarged so grandly aa within that period , I am ignorant where to look for it or where to find it , and now at the end of 21 years in this blessed year of 1882 wo find on oppositionmadoup of two or thrco par ties. What do they propose to do ) Nothing , The poativo measures , the aggressive policies , the defenders of the , line and the mootsandbounds of legis lation have all been taken and pro ocribod by the republican party , and , outside of it wo have had objection and cavil and quibble at.d slander , nnd manner of dishonorable and moan critics following aa camp followers after n great procession that has gene ahead. But I challenge any gentleman to show that in the whole of twenty-one yoara the democratic party and its various side issues , like greenback and labor and other organ izations , has ever proposed a measure that was able to bo materialized ir. the form of a bill or resolve of the con gress of the United States for the amelioration of any human woo , or for the advancement of any public -good. [ Applause. ] Whatever maybe bo said uf the republican party nnd that a party could bo in power twenty- ono years and not m ko miatokei : would bo absurd ; thnt n party would have millions of people , and not have a oVahoneat nun among them , would obs nbsurd but what over may bo said of the republican party , there in ono thing can truthfully bo said : It never can bo said that it wan not a bravo party. It novcr can bo said that it had a drop of coward's blood in its whole organization. [ Applauso. ] Never , ' \yhon thai institution thnt represented five thousand million of dollars encased in the prejudices of two centuries and representing the labor element of fifteen ntatcs and thirteen million people atood in the way of the Union , the \ republican party mot it with the aword of justice nnd it waa not ; [ loud ap plause ] and never from that hour to this , never in any crisis that in those full twenty-ono yearn of the republican party'a majority , newer in ono case haa it bean unwilling or unable or afraid to take the rosponaibility. And gentle men you prate of the South and of the wrongs done to it , Why , since Maine waa a Btato , aye identically oinco Maine was a Htato , tlio date torvca mo precisely coming in on top of the great Missouri compromise that first wide and deep agitation of the slavery qucotion , never from that hour to this in the G2 yoara that have intervened haa the feeling between the North nnd SouUi been as cordial and fraternal as it is to night. Never has the time boon when in every country and dis trict and settlement of the South the veriest abolitionist and blackest republican lican and duskiest African could live and go under guarantee of this groa' ' constitutional amendment which the republican party engrafted on organic Jaw. OVEU THB RApiD3. A Boatman Roecuod by the Indians After a Perilous Trip. Dallca ( Or. ) Mountaineer. Two men , ono named Murray and the ether Louis , left Uniatilla in a boat Tuesday to descend the Colum bia. Murray was well used to the handling of a boat but could not ntvim , whoroaa hio unfortuuato companion was a powerful swimmer , but totally unaccustomed to .rowing. It appears they wore quite unaware of thn dan gerous nature of the rapids , and it was not until they wore in the full power of the stream that they became cogni zant of the danger of their position. Both men made strenuous efforts to steer tha boat safely over the stream , but wore quite unable to control her against BO powerful a rush of water. Suddenly a hugo foatntng billow struck their frail craft nnd capsized her. Louis immediately struck out tor the shore , but was sucked under by the current and disappeared novtr to rise again , whereas Murray trusted only to the boat , to which lu dune with that energy which only n drowning man in his mortal agony is able to put forth. Again and again was ho thrown from 1 is hold , and repeatedly did ho sink , but always coming to the surface and regaining his hold. At last ho man aged to got on the bottom of the boat , which being flat ho waa enabled to stand uptight on it and jumped to a largo rock close by , where lie lay pa't- ing arid exhausted for a considerable time. time.Aa Aa soon as his strength admitted ho rose to his foot , and with all the power of his lungs he hailed the shore , and was hoard by aomo Indians camped on the Washington side , Ho says ho can not understand how his voice waa heard above the thundering of the torrents. They came at oncu to his assistance , swimming the stream and mounting the rocks. Oao young In- diau throw him a rope , which ho passed around hia body , and by dint of great exertion * on the part of other Indians was safely landed. They at once explored the rocks and shore in search of hia companion , but without any success , The boat was caught and brought to the bank , but was much smashed. Though Murray saved hia life ho lost his clothes , blankets and about $400 in greenbacks , which were with hia clothes. Ho waa on hia way to visit hia mother , who lives at LOB Angeles , Oal. , whom ho had not soon for several years. The name and relatives of the unfortunate man Louis are not known , but it is be lieved ho waa of Gorman parentage.
