National Secret Telephone company
were iilod in Albany yoaterday. The
cnpitnl in $5,000,000 , divided into
GOjOOO shares of 8100 each , and the
privilege is reserved to increase it to

The company , which has not yet been
fully organized , was incorporated to
manufacture and put in operation n' '
telephone invented by l'rof.J. _ Harris
Rogers , ot Washington. The tele
phone ia called the "secret tele
phono" bocaiiBO when two persons nro
talking no ctio else , although ho may
bo on the same line , can listen to the
conversation. Instead of using a
straight line , n circuit is formed , so
that the two extreme ends of the wire |
meet. The end of the wire where
cut nt n box or station , nftor leaving
the ek'ctrodoscomcs in contact with n
commuuicntor , which is in the shnpo
of n revolving wheel turned by oluo
tricity. The wheel is divided into
four opposite segments , two of which
ro of metal and two of a non-con
ducting material , such ns glass. In
this manner , whou ono end of the
wire is in contact with the conductor ,
the ether is in contpct with the
non-conductor. The wheel divides
the conversation phonetically , nnd
lends the sounds alternately first in
ono direction on the circuit nnd then
in the other. Thus there may bo
dozen boxes on the line , but from the
ones not in direct communication only
half of the conversation can bo caught ,
and then it would bo simply unintel
ligible noise. The alphabet , it is said ,
cannot bo spoken in the telephone ) go
that it can bo understood on one-half
of the circuit nlono , nnd the wheel , it

ito claimed , secures secrecy. The se
cret : telephone is about one-half the
size of the Boll telephone. A carbon
diaphragm is used in the transmitter ,
instead of a metal onn , as in the or
dinary telephone , nnd in the receiver
a common horse shoo magnet is used
instead of the vibrating armaturo.
The inventor chums great advan
tages for his instrument over
the ordinary telephone. Instead of
} being ' suspended , the oloctroads float
1 in ! mercury , which gives distinctness
in sound nnd enables the telephone to
bo operated at long distances. There
are ! many ether minor differences be
tween the "secret" and the common
telephone , but the advantages urged
are the secrecy nnd superiority in
transmission. In an experiment in
Washington conversation in a low
tone at a distance of twcnty-livo foot
froni the transmitter was hoard very
plainly two and one-half miles nway.
The promoters say that the company
will bo organized in thirty days , ( and
that it will be ready to nut up lines in
sixty days. They propose to con
struct a line from Now York to Al
bany , and thence to Buffalo , but will
establish plants in all the principal
cities the saum as the ether tulophocto
companies.

The three now cruisers. Loandor ,
Arcthuaa and Phaeton , which are being -
ing constructed for the admiralty by
Moaara , U. Napier it Sons , Qovan ,
Glasgow , are fast approaching com
pletion. Although similar in typo to
the Iris and Mercury , they differ from
thorn in many important particulars.
It was originally intended that the
now cruisers should bo finished in two
years from the data of the contract ,
but at that time the armament had
not boon decided on. During the
construction of the hulls many im
portant changes have been made ,
which have increased the work and
prolonged the time rojuircd to com
plete the vessels. Throughout the
entire construction of the vessels the
latest idoan of naval science have been
taken advantage of. The armament ,
which is of qutto a novel description ,
consists of ton six-inch brccchloading
guns , two Gat'ing guns , six Norden-

Four of the breechloaders are
mounted on what is known as the Al

awurs. A dozen Von Moltkes could
not , against such an opponent , have
changed the result. The campaign
might have boon prolonged , and the
crushing defeats of Jena and Alter-
stndt perhaps avoided , but that the
French would have won in the end ia
almost as certain ns a mathematical
demonstration , Napoleon asserted
that his spondld success in Italy
(17K57) ( ! ! > ) was largely duo lo the fact
that the movements of the Austrians
were directed , to a considerable extent -
tent , * > y the Aulic council at Viennn.
As n strategist ho certainly was not
inferior to Von Moltke , and hia mar
shals the best of them worn cer
tainly the equals of the German gen
erals in the late war with France ,
Vet again and again ho planned cam
paigns for his marshal * , and again
they were beaten notably in Spain.
Ho could not trust the ablest of his
lieutenants in important independent
operations , and whenever compelled
to do BO was usually the loser. However -
over minute and explicit his instruc
tion ? , ho could not adapt them to all
the emergencies liable to arise. His
watchful eyes and guiding hand , his
matchless genius in. person , was the
only guarantee of victory.
The Von Moltko theory will
answer well enough when tested
againat second-rate generalship , but
axiiinst generalship of the first order
it will , wo believe , fail disastrously
nine times out of ton. It may bo , ns
it was , safely tried against MoMuhons
and B zaincsbut if over tried againat
Napoleon , or oven a Marlborough
or Wellington , the chances are that it
will bo broken in pieces by the sledge
hammer of "blood and iron" logic.
