The articles of incorporation of the National Secret Telephone company were iilod in Albany yoaterday. The cnpitnl in $5,000,000 , divided into GOjOOO shares of 8100 each , and the privilege is reserved to increase it to § 10,000,000. The incorporate nro I'rof. J. Harris lingers , Dr. J. W. Honors , Gen , Charles En ing nnd Gon. Thomas Ewing , of Now York , nnd Frank llumo , L. 0 Hino , nnd E. 0. Dean , of Washington , D. 0. The company , which has not yet been fully organized , was incorporated to manufacture and put in operation n' ' telephone invented by l'rof.J. _ Harris Rogers , ot Washington. The tele phone ia called the "secret tele phono" bocaiiBO when two persons nro talking no ctio else , although ho may bo on the same line , can listen to the conversation. Instead of using a straight line , n circuit is formed , so that the two extreme ends of the wire | meet. The end of the wire where cut nt n box or station , nftor leaving the ek'ctrodoscomcs in contact with n commuuicntor , which is in the shnpo of n revolving wheel turned by oluo tricity. The wheel is divided into four opposite segments , two of which ro of metal and two of a non-con ducting material , such ns glass. In this manner , whou ono end of the wire is in contact with the conductor , the ether is in contpct with the non-conductor. The wheel divides the conversation phonetically , nnd lends the sounds alternately first in ono direction on the circuit nnd then in the other. Thus there may bo dozen boxes on the line , but from the ones not in direct communication only half of the conversation can bo caught , and then it would bo simply unintel ligible noise. The alphabet , it is said , cannot bo spoken in the telephone ) go that it can bo understood on one-half of the circuit nlono , nnd the wheel , it 0it ito claimed , secures secrecy. The se cret : telephone is about one-half the size of the Boll telephone. A carbon diaphragm is used in the transmitter , instead of a metal onn , as in the or dinary telephone , nnd in the receiver a common horse shoo magnet is used instead of the vibrating armaturo. The inventor chums great advan tages for his instrument over the ordinary telephone. Instead of } being ' suspended , the oloctroads float 1 in ! mercury , which gives distinctness in sound nnd enables the telephone to bo operated at long distances. There are ! many ether minor differences be tween the "secret" and the common telephone , but the advantages urged are the secrecy nnd superiority in transmission. In an experiment in Washington conversation in a low tone at a distance of twcnty-livo foot froni the transmitter was hoard very plainly two and one-half miles nway. The promoters say that the company will bo organized in thirty days , ( and that it will be ready to nut up lines in sixty days. They propose to con struct a line from Now York to Al bany , and thence to Buffalo , but will establish plants in all the principal cities the saum as the ether tulophocto companies. KENTUOKy BENDERS. ITuo Skeletons of Some Luckfosa Travelers Found Under a Floor. Uowling Green Giuatte. A frpw days ao ; J-Ir. Robert Edgar , who lives at Edgar's Ferry , in .Butler county , hired a man. by the nauio o" Bon Norris to repair a house belong ing to him. In doing so it was neceti aary to take ujo the floor , and Mr. Norris noticed thr.fc at a certain place It was nailed down with special pains and extra BCCUFO. When tho'heavy ' nails were drawn and the Scoring removed , a mound of dirt won revealed. Mr. S'dgar told Nosris to carry out the dirt , as it would-likely rot the sleepers. In digging uiown , Mr. Norriss discovered ho had iotruck a hole , and wont a little further , and to his great astonuhmont and holy horror discovered that ho hcd run upon a my uteri CUB cemetery. In thin hole were the bones of three jiersons pronounced by tDr. G. W. Millikcn to bo these of n man , woman , and boy child. Whoso bones they are , or who put them there , ia a deep mystery that unay never bo colvod , but the people-of the community mo unanimous in the supposition that some travelers have put up.nt the | house and boon 'foully dealt wibh , and laid under the Jioor to toll no tales , The house IB fifty or moro years old and ] has boon occupied nil the time. While 3\Iiss \ Carrie Hughes , of St. a Louis , was attending a private echool the Hartford , about thrcu years ago , mot Henry Lewis , a young man somewhat her senior. Each made end upon the other that impression which to out-and-out love us a huckleberry and to a puaoh , a nod of greeting to u bow of adoration , or n thimbleful lemonade to n demijohn of Applejack. . Nevertheless , the acquaintance was f good thing In its way , for when Lewis saw the name of Miss Hughe , upon n hotel register at IJothlehem , N. H , , last August , ho hastened to find her , In n day or so the two got to passing their evenings together on the hotel piazza , and they gave up a good deal of their share of the daylight to ram bloa up and down the .nountain pathi of the neighborhood. Upon the young woman's return to St. Louis she told her mother all about it , like a nice girl , and the mother , having obtained satisfactory proof of the young man's excellence , consented to the marriago. On Tuesday of last week Mr. Lewis , accompanied by his mother , arrived in St. Louts from Noir York and visited the brido'a houso. As the two mothers and the young folks were conversing , Mr. Hughes , senior , entered the room , To the surprise of the other three Air. Hughes stopped short as soon as his . eyes fell upon Mrs. Louis , and slip , in turn , exhibited considerable agitation. "What can bo the mat ter ? " "How now ? " and "Do you know each othrr ? " were some of the questions asked by the spectators of the tableau , which ended in a burst of laughter and hearty handshaking on the part of the actors. In brief , Mr. Hughes discovered in Mrs. Lewis n sweetheart of thirty years ago. They had quarreled and ho had gene west , and neither had heard of the ether until the meeting on the eve of their children's wedding , Incredible. F. London Times , April 10. ' a The three now cruisers. Loandor , Arcthuaa and Phaeton , which are being - ing constructed for the admiralty by Moaara , U. Napier it Sons , Qovan , Glasgow , are fast approaching com pletion. Although similar in typo to the Iris and Mercury , they differ from thorn in many important particulars. It was originally intended that the now cruisers should bo finished in two years from the data of the contract , but at that time the armament had not boon decided on. During the construction of the hulls many im portant changes have been made , which have increased the work and prolonged the time rojuircd to com plete the vessels. Throughout the entire construction of the vessels the latest idoan of naval science have been taken advantage of. The armament , which is of qutto a novel description , consists of ton six-inch brccchloading guns , two Gat'ing guns , six Norden- teltgiuitand ! ton Yvhithaad torpcdooa. Four of the breechloaders are mounted on what is known as the Al bitn carriage , and uro fixed on revolv ing turn-tabloa which projnct beyond the sides , of the ship. Louli lli'pullii'an , < A recent letter 'from Berlin states that , in anticipation of war with Klua- aiii , Count Von Molbko prepared BOJJIO yours n o a detailed .plan of campaign , which JH now deposited in the ullico of the general stall of the Gorman army , < io bo used whenever oucjtaion ruquipo'i. There la little doubt , thorofort ) , that in event of trouble with Ilussu fortunately not likely id present the Gorman forces would movu in accordance with a pro- L'niinine ulroady arrangodand fixed I y Von Molbko , or , in ctiuo of his death meantime , by his ablest subordinatca , thoroughly imbued with hid viowa of the acionco of warfare. Nothing , as it scums to us , moro cluurly indv. teH the luck of grout gen- eraln in Europe than thu theory , now apparently ( irmly established in inili- tury ciroloa iliuro , that war can bo successfully conducted by what may termed "cut and driod" strategy that IB , strategy cuticuivod and elabor ated in the cloaot and executed in the field , not by the author himoolf , but his choBun u'jontH. If this theory Ot correct , then the greatest Holdiera have been the victims of grossest error , and were they living now could Hot oaaily beaten bv " any "whippor- snapper" general with a Von Moitko [ T bahind him. To illustrate ; If , in 1800 , I'ruusm had possessed such a _ utrato iat her armiai would hr.ro gnno f'uria itutoad of the French armioa 3.H. going to Berlin. Does any intelligent iluuj person oo believe ? Would n Von Mollko at homo have defeated Napoleon in the saddle ? Would plan of campaign matured in the tnd quiet of the clonot have worked smoothly and effectively in the shock din of battles ! Would the pre liminary manpuvcru thus mapped out , upon which BO much dcpondoii , hare Decapod the damaging intcrfor- cnco of the consummate soldier whoso presence on the field his enemies oat ) mated as equivalent to n hundred thousand additional troops ? Is it probable , is it in the remotest degree possible , that Napoleon would have tnarchoci and countermarched , attack ed or retreated just when , where und as Von Moltko expected ho would ? In other words , could the closet strate gist have foreseen and provided for ovo'ryUiing the saddle strategist would do the latter being the first general of his ago , if not of any age ? These questions carry their own an- awurs. A dozen Von Moltkes could not , against such an opponent , have changed the result. The campaign might have boon prolonged , and the crushing defeats of Jena and Alter- stndt perhaps avoided , but that the French would have won in the end ia almost as certain ns a mathematical demonstration , Napoleon asserted that his spondld success in Italy (17K57) ( ! ! > ) was largely duo lo the fact that the movements of the Austrians were directed , to a considerable extent - tent , * > y the Aulic council at Viennn. As n strategist ho certainly was not inferior to Von Moltke , and hia mar shals the best of them worn cer tainly the equals of the German gen erals in the late war with France , Vet again and again ho planned cam paigns for his marshal * , and again they were beaten notably in Spain. Ho could not trust the ablest of his lieutenants in important independent operations , and whenever compelled to do BO was usually the loser. However - over minute and explicit his instruc tion ? , ho could not adapt them to all the emergencies liable to arise. His watchful eyes and guiding hand , his matchless genius in. person , was the only guarantee of victory. The Von Moltko theory will answer well enough when tested againat second-rate generalship , but axiiinst generalship of the first order it will , wo believe , fail disastrously nine times out of ton. It may bo , ns it was , safely tried against MoMuhons and B zaincsbut if over tried againat Napoleon , or oven a Marlborough or Wellington , the chances are that it will bo broken in pieces by the sledge hammer of "blood and iron" logic.
