The city of Paris , like a beautiful woman , spends n fjreat tleal of money upon her toilet ; lint , likomi intelligent person , she iticludcs iu thu expenses of nor toilet all outlays imperatively do- mauJed by the hygiene of her citi zens , of her public buildings , her promenades , and routes of communi cation of nil kinds. Notwithstanding the fact that in Paris the municipal administration frequently changes hands , the sanitary condition of thu city at thu time of the exposition of 1878 fully warrants the placing of P ris in the rank of the most favored capitals of Kttropo. It may' oven be said with truth that Pnris is the clean est city in the world. This condition of things , however , has not been brought about without considerable expenditures , absorbed by a largo class of select assistants , who operate with mplomonts of the most approved dnd. The number of sanitary ouiji- icers has , on several occasions , had to bo considerably increased for various reasons , nil having their origin in a desire to accomplish the best results. The cost of swooping a portion of thu public roads , which was formerly distributed nmoi.g the liversido resi dents , is now conveyed into ; t com pulsory municipal tax , payable in specie. The sweeping com prises an nroa 14,500,000 squat o metres , of which 8,000,000 metres aru set down to the account ot the riverside - side housuholricis , and 0,1)00,000 ) metres to the account of the city. An area of nearly 4,100,000 squat u me tres , comprising ntnciuhimixed to.uls and gutters , is unuiisUil in the care of special road laborer * . Thu nuiii-ntl sweeping of this vast , siirf.ico is accom plished between the hours of i ! and U a. in. in summer nnd 4 and 7 a. m. in winter. There is also n supplementa ry sweeping in the coin-so of the day. In order that this work may be done quickly and ell'eclively , thu sanitary engineers are compelled to maintain a lorco of about U,000 employees , di vided ns follows : 2200 men , whoso wages vary from CO cents to 80 cents per day ; 750 women , receiving 4 J cents an hour ; and 50 boys , who earn 4cents an hour. The work performed by this great army of sweepers is facilitated by the employment of mechanical sweep- urs to the number of 100 , each of which accomplishes the work of ten men. Paris is , therefore , washed and brushed daily by the labor of 0,000 persons. The mechanical sweeper ( which is destined to come moro and more into use ) is capable of cleaning hourly n surface of 5,500 square metres. In Paris two different kinds of mechani cal sweepers are employed , each valu cd at $200 , and costing § 40 a year for maintenance. This machine weighs 1,500 pounds , nnd is usually drawn by a single horse. It is owing to the etli- cioncy of these machines that the cost of sweeping thu city exceeds but little over § 000,000 per annum. It may bo interesting to add n few words regarding the daily removal of household refuse. This work is let out to contractors. It employs about 500 carts , and 980 horses are engaged in the service. The average quantity of refuse carried away daily is 1,700 cubic metres. It was formerly the custom to place upon the sidewalk the receptacle containing -tho garbage. This has been prohibited , and it is now carried to the cart at the moment of passage. The industry of rag-picking em ploys 7,000 persons licensed by the chief of police , and about an equal number of unlicensed persons. Their number is estimated at from 14,000 to 15,000 , including men , women , one children , earning on nn average 3C cents per day. The product is valuct nt § 4,000 per day , or 81,600,000 per annum. To the above figures must bo added the expense of watering the streets nnd of the removal of snow in winter. During a heavy snow storm last De cember there was an unforeseen out lay of § 00,000 on the latter account. Tlio greater part of the snowis carried away in carts ; the remainder is awopt directly into the sewer openings , or over the parapets into tlio Soino. For watering the streets the hose or sprinkler is used , according to circum stances. The watering of the public roads in Paris nlono costs 8100,000 yearly. Disinfectants nro added to the water before sprinkling such as chloride of lime , sulphnto of zinc , sul phate of iron , carbolic acid , etc. , in the proportion of one-fortieth to ono one-hundredth. The pans played by these chemical agents must not be confounded ; carbolic acid , for example does not suppress disagreenblo odors , but arrests and destroys fermentation.
