One Israeli soldier has been killed.
Shultz said the Palestinians must
be included in peace talks and nego
tiations must be based on a 1967
United Nations resolution that calls
on Israel to give up territory in ex
change for Arab recognition.
“For everything there is a season .
.. a time to love and a time to hate; a
time for war and a time for peace.” he
said. “This is the lime and the season
to move decisively towards peace.”
His remarks appeared aimed pri
marily at Prime Minister Yitzhak
Shamir, who told reporters during a
visit to a West Bank settlement Sun
day that Shultz had yet to convince
him of the need for an international
peace conference.
The American peace proposal
calls for an international conference
on the Middle East.
