Fallout shelters empty, but ready

UNL fallout shelters are currently unstocked, but
if the need for "increased readiness" arises, they will
be cleared and restocked, said Norman Francis,
Lancaster County Civil Defense Director.
-The fallout shelters used to be stocked Li the early
1 SCO's, but because some supplies have limited use
times, they were removed, Francis said. Before, each
shelter had basic survival provisions to last up to
two weeks.
As the worry of a nuclear attack declined in the
late lDCO's, he said, less money v,a3 provided for
restocking fallout shelter supplies. By the raid-70s
all fallout shelters had their supplies removed, he
The Civil Defense periodically checks the fallout
shelters, Francis said, because old building are torn
down and new ones put up. Should a time cf
"increased readiness" occur before a nuclear war,
Francis said, the Civil Defense will remind the man
ager cf a building where the fallout shelters are
located in each building.
Francis said that not all fallout shelters are in
buildings' basements. Some are located in a build
ing's inner rooms. They can be used because the
main factors of radiation protection are the thick
ness cf the intervening walls and the distance the
radiation ha3 to travel, he said. The outer wall must
be at least ci-ht inches thick, Francis said.
Walls made of concrete or bricks provide the best
protection, he said.
Each shelter has a certain capacity, Francis said.
For example, he said the Veterinary Science Build
ing on East Campus has a capacity of 65 people. But
Nebraska Hall on City Campus has a capacity of
12,335 people. Love Library has a capacity of 4,020
t compared to a capacity cf 1,220 in C.Y. Thompson
Library. Of the residence halls, Abel has the largest
capacity, 10,703. Love Memorial Cooperative, the
smallest shelter, has a capacity of 310, Franci3 said.
Just because a place is designated a3 a fallout
shelter, Franci3 said, it does not mean it is also a
tornado shelter, or vice versa. He said the three
basic rules for a safety in a tornado are: to get as far
away as possible from all outside walls, to get to the
lowest possible level and to make one into as small a
target as posswle, with the head well protected.
A tornado shelter can be in a smaller area, Francis
said. People can be "packed like sardines" for a short
period, but for a longer period, such as a time of
radiaton fallout, people need more room to live in,
he said.
Government and private donations are detailed
UNL received $1,119,775 from outside sources in
December, which increased total support from all
outside sources $9,403,891 for the year, said Earl
Freise, assistant vice chancellor for research.
Federal agencies gave the largest amount of sup
port in December, $503,003, including $4 32,5 3
from the National Science Foundation to go to the
Polar Ice Coring Office.
The NU Foundation gave $375,109, including
$223,010 from the state of Nebrsaka. Other sources
for December include industry, and state, local and
ether agencies.
Freise said approximately the same amount of
money was received last year.
Research programs received the largest amount,
$579,919. Public service, including an agriculture
energy conservation project, was allocated $375,776.
Instructional programs also received funding.

WASHINGTON A top White House aide
acknowledged Sunday tht the admLiistrstion
had changed policy and was keeping some
"minor" underground nuclear tests secret.
"It is my understanding that the United
States still announces all significant under
ground (nuclear) tests. I am not in a position
to tell you why minor tests are no longer pub
licly announced," White House Chief cf Staff
James Baker said on NBC-TVs 'Meet the Press."
Baker was responding to a New York Times
report that an unknown number of under
ground nuclear explosions at the test site in
the Nevada desert in 1C33 were not reported
by the government. The failure to announce
some tests ends a government policy in effect
since 1975 of publicly disclosing all such tests.
'Bloody Sunday': Hero violence
LONDONDERRY, Northern Ireland Roman
Catholic youths threw gasoline bombs at police
and soldiers Sunday on the 12th anniversary
of "Bloody Sunday," when British troops shot
13 people dead after a Northern Ireland civil
rights march, police said. They said 30 to 40
youths threw gasoline bombs, rocks and bot
tles at the end of the commemoration march,
attended by about 2,000 people. The attacks
were quelled with billyclub charges, police
added. Kohl visit leaves countries divided
JERUSALEM West German Chancellor
Helmut Kohl left Israel for home Sunday with
the two countries deeply divided over arms
sales to Saudi Arabia. At the start of his five
day visit, Kohl said he hoped it would help
bridge "the terrible chasm of the past," a refer
ence to the World Wrar II Nazi massacre of six
million Jews. " .
But Western diplomats questioned whether,
in the short term, the trip had not aravated
the sensitive ties between the two countries by
focusing so much attention on the arms ques
tion. The West Germans said in advance they
hoped the issue would not be played up. But
Kohl came under intense pressure during his
visit not to provide Israel's Arab enemies, par
ticularly Saudi Arabia, with any military hard
ware. He told a news conference before he left
that he had received "very urgent" representa
tions from all Israeli leaders, but he left the
clear impression that an arms deal with Saudi
Arabia was a distinct possibility.

denied a report that the Holy See aided the
escape of alleged Nazi war criminal Walter

in the media as saying the Vatican had urged
Latin American countries to let in former
