He said the three basic rules for a safety in a tornado are: to get as far away as possible from all outside walls, to get to the lowest possible level and to make one into as small a target as posswle, with the head well protected. People can be "packed like sardines" for a short period, but for a longer period, such as a time of radiaton fallout, people need more room to live in, he said.
