"If you defeat LB 639A,
you should defeat LB 639 too.
And when the people come
down here, I'm going to be
with them, not sitting here."
The tension was increased
by a motion to return LB 639
to general file by Sen. Harold
Simpson so that it could be
amended to eliminate
pro-rating of payments.
Pro-rating is the process of
equalizing the payments
according to need and other
factors.
Under the current Exon
budget, pro-rating would mean
no family would receive
maximum payments
authorized by LB 639.
Simpson's motion barely
passed, 25-21. The bill was
then amended to eliminate the
process of pro-rating by 26-20,
placed once again on select file
and then advanced.
